The work encompasses furnishing all labor, materials, equipment, and services required to rehabilitate the existing West Secondary Clarifier structure and replace its mechanism. Major project elements include removal and disposal of the existing clarifier mechanism and appurtenances, repair of concrete sump cracks, installation of pressure relief valves, installation of concrete bridge anchor blocks and new stairs with handrailing, installation of new clarifier mechanism with updated wipers and associated equipment, reinstallation of the launder brush system, coating of new equipment, and startup and testing of new systems. The project will be constructed under a unit price bid method with measurement and payment items including mobilization/demobilization (maximum 5 percent of total bid), demolition/salvage (lump sum), West Clarifier rehabilitation and equipment installation (lump sum), furnish and place topping grout (lump sum), concrete sump crack repair (lump sum), miscellaneous concrete work (lump sum), secondary clarifier floor pressure relief valve installation (per valve), clarifier mechanism coating (lump sum), and a contingency allowance on a time and materials basis. The Contractor must submit a detailed Schedule of Values within 30 days of Notice to Proceed and a construction schedule utilizing Critical Path Method within 60 days, with preliminary schedules due at the preconstruction conference.

The project requires strict adherence to operational constraints due to the facility remaining operational during construction, with maximum consecutive outage periods of 90 days for the West Secondary Clarifier and the requirement that a minimum of one secondary clarifier remain in operation at all times. The Contractor must obtain all necessary construction and inspection permits at its own cost, comply with Oregon prevailing wage requirements for Umatilla County, and ensure all iron and steel products meet American Iron and Steel (AIS) requirements with proper documentation. The project is subject to SRF (State Revolving Fund) assistance with associated environmental and compliance requirements. All contractors and subcontractors must hold current Public Works Contractor licenses in Oregon. The Contractor is responsible for all costs related to temporary facilities, dewatering, equipment modifications, waste disposal, environmental controls, and any night, weekend, or holiday work required to meet operational constraints. No additional compensation will be provided for overtime or off-hours work necessitated by facility operational requirements or Owner-directed schedule changes.
