About this file
This is Addendum No. 1 to the bid documents for the City of Pendleton's WWTRRF 2025 Improvements Project – West Secondary Clarifier Rehabilitation, issued June 16, 2026. The addendum provides clarifications and corrections to the original bid documents for the wastewater treatment facility project. The project scope includes demolition of the existing clarifier mechanism, concrete sump crack repairs, installation of pressure relief valves, installation of a new clarifier mechanism with updated equipment, and coating and startup of new systems. Bids were due June 25, 2026 at 2:00 p.m., with a mandatory pre-bid meeting held June 3, 2026. The contract completion deadline is June 30, 2027. Award was anticipated at the City Council meeting on July 7, 2026. The engineer's estimate for the project is approximately $1,000,000. Bidders must acknowledge receipt and acceptance of the addendum by signing and submitting it with their proposal; bids submitted without this acknowledgment may be considered informal.
The addendum addresses multiple technical clarifications, including correcting bid schedule item numbering, confirming that all dewatering activities are incidental costs to be included in base bid items rather than separate pay items, correcting section numbering references for pressure relief valves and clarifier equipment specifications, and clarifying responsibilities for SCADA controls installation and programming between the contractor and Control Systems Northwest. The project is funded through the Clean Water State Revolving Fund and is subject to applicable federal and state prevailing wage requirements, Davis-Bacon Act standards, and disadvantaged business enterprise provisions. Key operational constraints require that at least one secondary clarifier remain operational at all times, with a maximum 90-consecutive-day outage for the West Secondary Clarifier anticipated to begin in May 2027. All contractors and subcontractors must hold current Oregon Public Works Contractor licenses and comply with American Iron and Steel requirements. The contractor is responsible for all temporary facility costs, dewatering, waste disposal, equipment modifications, and any overtime work required to meet operational constraints.

WWTRRF 2025 Improvements – West Secondary Clarifier Rehab – Addendum No. 1
ADDENDUM NO.1
CITY OF PENDLETON
WWTRRF 2025 Improvements – West Secondary Clarifier Rehab Issued: June 16, 2026
Bid Opening Date: June 25, 2026, 2:00 pm
TO ALL PLANHOLDERS:
This Addendum provides the following clarifications/corrections to the Bid Documents and Contract for the above-referenced Project. All bidders shall acknowledge receipt and acceptance of this Addendum by completing the spaces, signing where indicated below and submitting it with the Proposal. Bids submitted without signing for the Addendum may be considered informal.
The following clarifications are provided based on questions received and must be added/considered when completing your submittal:
o Bid Schedule (Section 3.00 Proposal) skips Item No. 9. Items are numbered 1, 2, 3, 4, 5, 6, 7, 8, 10, 11. This was unintentional and page 3 of Section 3.00 is attached to reflect the correction.
o Section 01 20 00 still describes a Dewatering measurement item but the bid schedule does not have a line for it. Is dewatering a separate pay item, or is it now considered incidental? Dewatering is not listed as a separate measured item in the 100% stamped bid set and is considered incidental to the work. Costs associated with dewatering shall be included in the individual bid items where applicable.
o Section 31 23 19, Paragraph 1.1.A states trench and structural excavation dewatering is incidental, while Section 01 20 00, Paragraphs 1.2.D through G describe separate measurement for grout-related and crack-repair dewatering. All dewatering activities are considered incidental to the individual bid items and costs shall be included in the Base Bid.
o Section 40 05 67.40 is titled "Pressure Relief Valves (Floor Type)" but the footers and END OF SECTION reference 40 05 67.39. The correct section number is Section 40 05 67.40. References to Section 40 05 67.39 shall be revised accordingly.
o Section 46 43 21.03 (Clarifier Equipment) is titled correctly throughout the section; however, the END OF SECTION references Section 46 43 21.02. The correct section number is Section 46 43 21.03.
o Alternate clarifier mechanism pre-approval is required at least fifteen (15) working days prior to the bid date per Section 46 43 21.03, Paragraph 1.3.C. The pre-approval deadline will not be extended.
o Section 13.00, Paragraph 12 references PCC pouring procedures and asphalt paving. No asphalt paving activities are included in this project.
Section 01 11 00, Paragraph 1.2.B.2.a-c identifies Control Systems Northwest (CSNW) as the SCADA controls and alarms provider. Responsibilities are clarified as follows:
Wire and cable termination at the local control panel – Contractor PLC programming – CSNW HMI screen updates – CSNW Instrument loop checkouts – CSNW Startup support during the seven (7) day test period – CSNW o Section 01 35 13, Paragraph 1.5.B.5.c references installation of a temporary plug in the secondary clarifier effluent line/trough during construction. Record drawings of the effluent line and trough geometry will be provided to the successful Contractor following contract award.
o Section 01 35 13, Paragraph 1.3.A states the Owner determines when the long-term shutdown of the West Clarifier may occur based on weather and treatment process performance. The Contract completion date of June 30, 2027, remains unchanged. No extension of the completion date is anticipated at this time. The Contractor shall develop its schedule accordingly and coordinate shutdown activities with the Owner.
o Section 26 05 00, Paragraph 1.6.A states the General Contractor is responsible for energy costs associated with temporary lighting and power. The Contractor may utilize existing facility electrical power for temporary construction power needs. Coordination with the Owner will be required prior to connecting to existing facilities.
Pre-Bid Meeting Questions and Responses:
PRE-BID MEETING QUESTIONS AND RESPONSES
Q1: When will the East Secondary Clarifier (currently under construction) be back online?
