The contract completion deadline is June 30, 2027. Sealed bids were due June 25, 2026 at 2:00 p.m., with a mandatory pre-bid meeting and site visit scheduled for June 3, 2026 from 12:00 to 1:00 p.m. at 4300 SW Houtama Road, Pendleton. Pricing is structured on a unit price and lump sum basis, with bid items including a $100,000 contingency allowance for unanticipated work such as unmarked utilities and unforeseeable subsurface conditions, which is payable only through work change directives on a time and materials basis. The project is funded through a Clean Water State Revolving Fund loan and is subject to federal disadvantaged business enterprise provisions and prevailing wage requirements under Oregon Bureau of Labor and Industries standards and the Davis-Bacon Act, whichever is higher. All contractors and subcontractors must hold current Oregon Public Works Contractor licenses, and all iron and steel products must meet American Iron and Steel requirements. The contractor assumes all costs for temporary facilities, dewatering, equipment modifications, waste disposal, environmental controls, and any night, weekend, or holiday work required to maintain facility operations with a maximum 90-consecutive-day outage and at least one secondary clarifier operational at all times. A 5% bid bond is required, and contractors with contract prices exceeding $100,000 must file a $30,000 Statutory Public Works Bond before commencing work. Performance and payment bonds in the full contract amount and Certificate of Insurance naming the City as co-insured are required, with liquidated damages of 0.1% per calendar day of total contract cost for missed completion dates.
