About this opportunity

The West Virginia Division of Natural Resources, Wildlife Resources Section (District VI), is seeking quotations for a one-time purchase of a complete electrofishing system through Agency Request for Quote (ARFQ) 0310 DNR2600000001, issued July 7, 2025, with bids due by 1:30 p.m. Eastern on July 28, 2025. The procurement consists of four integrated line items: a 2025 or current year model US Coast Guard-approved all-welded aluminum electrofishing riverboat (20-20.5 feet) equipped with twin 90-HP minimum outboard motors, hydraulic steering, GPS navigation (Humminbird HELIX 8 CHIRP MEGA SI+ or equivalent), and LED lighting; a removable, programmable electrofishing box capable of sampling waters between 50-1800 S with DC output of 0-600 volts and AC output of 0-200 volts; an air-cooled inverter generator with minimum 380cc displacement, 7000 watts AC output at 120/240 volts, and noise levels not exceeding 65 decibels; and an aluminum I-beam boat trailer with dual axles, hydraulic surge braking, and roller bunks. All equipment must be new and unused, delivered on an F.O.B. destination basis to the Wildlife Resources Section District VI office in Parkersburg, West Virginia, and received no later than April 1, 2026, as this is grant-related procurement with a non-renewable expiration date. Technical questions from bidders must be submitted by 9 a.m. on July 18, 2025, to Jamie Adkins at the Property and Procurement Office via fax at (304) 558-2165 or email. The contract will be awarded to the lowest responsible bidder meeting all mandatory requirements based on complete pricing submissions that include all shipping and delivery fees.

The solicitation does not identify any specific set-asides for disadvantaged enterprises or restrictions on bidder eligibility based on organization type. No incumbent vendors or current contractors are referenced in the available documentation. Prior to contract award, the apparent successful vendor must be properly registered with the West Virginia Purchasing Division, may be required to pay a $125 registration fee, and must provide proof of workers' compensation insurance and comply with all applicable West Virginia Code requirements regarding monetary obligations, employer default, and licensing certifications, including submission of a notarized Purchasing Affidavit. The procurement documents do not specify a contract value or budget range, as bidders are required to provide all pricing on the quotation form. The contract is contingent upon legislative appropriation or other available funding. Interested vendors should direct inquiries to James H. Adkins, the buyer, at (304) 558-3397 or jamie.h.adkins@wv.gov for additional information.
