About this opportunity

The City of Greenville, Texas, operating through Hood County, is seeking sealed bids for a wrought iron fencing installation project at multiple water treatment and pumping facilities designated as Invitation for Bid (IFB) 2026-IFB-058. The procurement requires the removal and disposal of approximately 15,000 linear feet of existing chain link fencing, site preparation including cleaning and leveling, and installation of new 8-foot-tall wrought iron fencing featuring spike-pointed tops with 5-inch rollbacks at 30-degree angles across five locations: North WTP, Centerpoint Tower & Pump Station, Webb Tower, Caddo Tower, and Ridgecrest Pump Station. The project scope also includes the fabrication and installation of approximately 15 custom wrought iron gates with matching design specifications at existing gate locations. Technical specifications require posts constructed from 3-inch square tubing spaced approximately 8 feet apart and set no less than 36 inches deep, with three horizontal support runners made from 2-inch square tubing per panel, with pickets spaced no more than 6 inches on center and equipped with tamper-proof drop pin hinges. All fencing and gates must be painted black upon completion and delivered F.O.B. Destination Freight Prepaid to jobsites within Greenville. Sealed bids must be submitted by 3:00 p.m. local time on March 3, 2026, through the online procurement portal at https://procurement.opengov.com/portal/greenvilletx or by mail to PO Box 1049, Greenville, TX 75401, with the City Council considering contract award at a regularly scheduled meeting following bid opening. Prospective bidders may request photographic references of the desired fencing design from the City and are encouraged to conduct site inspections at the five locations prior to bid submission.

The procurement documents do not identify any set-asides or restrictions limiting participation to specific business categories, disadvantaged enterprises, or minority-owned vendors, suggesting the opportunity is open to all qualified contractors. Successful bidders must provide proof of insurance prior to final contract award, including Worker's Compensation coverage at statutory limits, General Liability insurance with minimum limits of $500,000 per bodily injury and $250,000 per property damage, Auto Public Liability of $250,000 per person and $500,000 per occurrence, and Product Liability of $1,000,000 per occurrence. The contract terms specify firm pricing for one year from contract award, with Net 30 payment terms following invoice submission, and the contract may be extended for an additional 12-month period at the same pricing and terms if mutually agreed. Either party may cancel the contract with 30 days' advance written notice, and pricing adjustments beyond the initial one-year period require written justification demonstrating cost increases with at least 20 calendar days' notice. The solicitation documents do not disclose a specific budget or award value range, pricing terms, or the estimated contract duration beyond the potential 12-month extension option. The City reserves the right to reject any or all bids, waive technicalities, or readvertise the project in its sole discretion.
