About this opportunity
The City of New Haven Department of Health is soliciting proposals through a competitive Request for Proposals (RFP) process to develop a comprehensive Five-Year Workforce Development Plan that complies with Public Health Accreditation Board (PHAB) Accreditation Standards and Measures (Version 2022 or 2026) while building upon the existing 2022-2025 Workforce Development Plan. The selected consultant must conduct a thorough workforce assessment, develop equity-centered workforce strategies, identify required trainings by job type and tier level, and deliver a PHAB-submission-ready document package. Key deliverables include a project workplan, workforce assessment summary, draft and final Five-Year Workforce Development Plans, a PHAB Workforce Standards crosswalk, and an executive summary. Proposers must demonstrate prior experience developing workforce development plans for governmental public health agencies, comprehensive knowledge of PHAB accreditation standards, experience supporting PHAB accreditation efforts, expertise in equity-centered workforce planning, and experience working with local or state governmental entities. Evaluation will be based on four equally weighted criteria (25 points each): understanding of NHV Health's needs and PHAB requirements; comprehensive work plan addressing all scope areas; realistic and transparent budget; and relevant experience and qualifications. The question submission deadline is March 6, 2026, at 5:00 PM, with proposals due by March 17, 2026, at 11:00 AM, submitted electronically through the City's eProcurement Portal. All proposals must be formatted in 12-point Times New Roman, single-spaced, with a maximum of 10 pages including the budget and cost narrative.
The contract term is one year with no optional extension periods, and all renewals are at the sole discretion of the City. The total funding available for this project does not exceed $20,000, with all costs required to be reasonable, necessary, and directly related to the scope of work, and proposers must provide a detailed, all-inclusive budget with no additional compensation beyond the executed contract amount. The selected contractor must comply with the City of New Haven Living Wage Ordinance if contract costs exceed $25,000 and annual labor is performed within the City. No incumbent contractor or set-aside designations for disadvantaged enterprises are specifically identified in the RFP materials; however, the City emphasizes equal employment opportunity obligations under Executive Order 11246 and Connecticut Fair Employment Practices Act, and affirmative action commitments regarding minority and women-owned business enterprises. The contractor will be classified as an independent contractor receiving no fringe benefits, and compensation constitutes full payment for all costs including salaries, consultant fees, materials, supplies, printing, meetings, travel, postage, and clerical expenses. The City reserves the right to waive informalities, reject any or all proposals, and select the proposal deemed most advantageous to the City's interests.
