About this file

This cost formula documentation supports a Request for Proposals issued by the City of New Haven Department of Health in Connecticut for the development of a comprehensive Five-Year Workforce Development Plan compliant with Public Health Accreditation Board (PHAB) Accreditation Standards and Measures. The RFP seeks a qualified consultant to conduct workforce assessments, develop equity-centered workforce strategies, identify required trainings by job type and tier level, and deliver a PHAB-submission-ready document package. Key deliverables include a project workplan, workforce assessment summary, draft and final Five-Year Workforce Development Plans, a PHAB Workforce Standards crosswalk, and an executive summary. The question submission deadline is March 6, 2026, at 5:00 PM, with proposals due by March 17, 2026, at 11:00 AM, submitted electronically through the City's eProcurement Portal. The contract term is one year with no optional extension periods, and all renewals are at the sole discretion of the City. Proposals must be formatted in 12-point Times New Roman, single-spaced, with a maximum of 10 pages including budget and cost narrative.

Evaluation will be based on four equally weighted criteria of 25 points each: understanding of the City's needs and PHAB requirements, comprehensive work plan addressing all scope areas, realistic and transparent budget, and relevant experience and qualifications. The cost formula document demonstrates the "Reward Low Cost" scoring methodology, which calculates points by dividing the lowest proposal cost by each individual proposal's cost to determine the percentage of available points awarded. The total funding available does not exceed $20,000, with all costs required to be reasonable, necessary, and directly related to the scope of work. Proposers must provide a detailed, all-inclusive budget with no additional compensation beyond the executed contract amount. The contractor will be classified as an independent contractor receiving no fringe benefits. No incumbent contractor or set-aside designations for disadvantaged enterprises are identified; however, the City emphasizes equal employment opportunity obligations and affirmative action commitments regarding minority and women-owned business enterprises.

A Closer Look at Cost Formulas The scoring methods Reward Average Cost and Reward Low Cost rely on cost formulas to track and calculate point values. Reward Low Cost, for example, uses this equation to determine how many points each individual submission should receive:

Lowest overall cost / Proposal's cost = X% of the possible points Expand the tabs to see Reward Low Cost in action.

Proposal A costs $100. How many points will it receive?

$100 (Lowest Proposal) / $100 (Proposal A) = 100% of 30 points

30 points awarded Proposal B costs $200. How many points will it receive?

$100 (Lowest Proposal) / $200 (Proposal B) = 50% of 30 points 15 points awarded Proposal C costs $500. How many points will it receive?

$100 (Lowest Proposal) / $500 (Proposal C) = 20% of 30 points 6 points awarded
