The city grants bidder preferences of 1% to providers physically located within city limits and an additional 1% to bidders meeting all criteria related to veteran hiring programs, active safety training, drug testing protocols, job training programs, health insurance offerings, and nondiscrimination policies.
The scope includes removal of existing asphalt surfacing; evaluation and preparation of base materials; installation of post-tension court surfaces and surfacing systems; reconfiguration of existing tennis and basketball/tennis courts into a combination tennis/pickleball court on the east side and a full court basketball/futsal court on the west side; installation of perimeter fencing and nets; ADA-compliant sidewalks and ramps; and site restoration. Work must be completed within 120 days of notice to proceed, with weather days and winter shutdowns added to the schedule as applicable. Contractors must carry commercial general liability insurance with per-occurrence and aggregate limits of $3 million, commercial auto insurance with $3 million per-occurrence limits, and employer liability coverage of $3 million. A performance bond and payment bond equal to 100% of the guaranteed maximum price are required. A one-year warranty covering all concrete materials, labor, and workmanship is mandatory. Liquidated damages for late completion are $300 per day.
Evaluation criteria are weighted as follows: final price (50%), design and specifications (20%), local similar work and references (10%), warranty (10%), and work timeline (10%). Questions are due November 12, 2026 at 10:00 a.m. Site visits are recommended and can be arranged through Jason Erekson, Assistant Parks and Recreation Director, at 801-955-4006 or jason.erekson@wvc-ut.gov.
