About this opportunity
The City of Tucson Parks and Recreation Department is seeking proposals for wood floor maintenance services across six recreation centers, covering approximately 68,500 square feet of wood flooring. The Request for Proposal (RFP No. 230091) was published on March 16, 2023, with proposals due on April 10, 2023, at 2:00 p.m. local Arizona time. A non-mandatory pre-submittal meeting was scheduled for March 27, 2023. The scope of work includes standard and special floor maintenance services such as screening, sanding, repairing boards, repainting sports lines, and applying floor finish. Contractors must provide all necessary equipment, materials, and labor, with specific requirements for floor finish products like Contender by Hillyard or equivalent. The initial contract term is one year, with potential for up to four additional one-year extensions at the city's discretion. Evaluation criteria will likely include the contractor's ability to meet technical specifications, pricing, and compliance with local requirements.
The procurement includes Section 3 requirements, mandating that 25% of total labor hours be performed by Section 3 Workers, with 5% specifically from Targeted Section 3 Workers. Contractors must comply with local wage requirements, including the City of Tucson minimum wage, and provide documentation of employee wages and training. The city requires comprehensive insurance coverage, including commercial general liability, automobile liability, and workers' compensation. Businesses can qualify as Section 3 Business Concerns if they are at least 51% owned by low-income residents, have 75% of labor hours performed by Section 3 workers, or are owned by current public housing or Section 8 housing residents. While no specific budget range is explicitly stated, the extensive square footage and multiple maintenance requirements suggest a significant contract value. Non-compliance with Section 3 requirements can result in sanctions, contract termination, or suspension from future HUD-assisted contracts.
Opportunity text
The Parks and Recreation Department has approximately 68,500 square feet of wood floors at 6 locations. The floor surfaces vary by age and condition in the buildings under its maintenance responsibilities (see Attachment G - Floor Maintenance Recreation Center Details). Floor maintenance services are currently planned to be performed once annually at all locations. However, the frequency of floor maintenance may either be reduced or increased during the term of this contract, at the sole discretion of the City. The Parks and Recreation Representative may request additional floor maintenance services to be completed at other locations based upon reasons, including but not limited to unanticipated wear and tear.
