About this opportunity
Talbot County Public Schools in Maryland is requesting proposals for wireless access points across four school buildings with proposals due February 12, 2026 at 2:00 p.m., subject to E-Rate funding approval from USAC and Talbot County Board of Education approval.
All bidders must be registered USAC Schools and Libraries Division (SLD) service providers with a current Service Provider Identification Number (SPIN) and must submit an affidavit confirming they are not debarred or suspended from federal contracts. This is a product-only procurement with no installation.
The scope includes HPE Juniper or functionally equivalent wireless access points across four buildings: 110 units for Easton High School, 50 units for St. Michaels Middle/High School, 67 units for St. Michaels Elementary School, and 42 units plus three outdoor units for Talbot County Education Center. Specified models are AP36M-US, B-AP47-2S-5Y-E, B-AP47D-2S-5Y-E, and AP66-US outdoor units. Non-Juniper products are acceptable if vendors provide documentation demonstrating functional equivalency; failure to do so may result in disqualification. The RFP prohibits equipment from Huawei, ZTE, or other companies deemed national security risks by the FCC. All equipment must include a minimum five-year hardware warranty and lifetime software support, with cloud management platforms required to maintain network functionality during cloud connectivity loss. Pricing must quote all equipment FOB Talbot County Education Center with costs allocated separately for E-Rate eligible and ineligible components.
The contract term runs from July 1, 2026 through June 30, 2027, with equipment delivery expected between July 5–15, 2026. Reimbursement is available under either the Form 472 BEAR method or Form 474 Service Provider Invoice method, as determined at purchase order issuance. Questions are due January 29, 2026, with final responses on January 30. Price is weighted most heavily in evaluation; the school system reserves the right to reject any or all proposals and award based on best overall solution value.
