About this opportunity
The City of Pasadena Housing Department is issuing a Request for Information (RFI) for potential winter shelter sites during the 2023-2024 winter season, seeking property owners, landlords, non-profit, and community-based organizations to provide temporary congregate shelter locations. The winter shelter program is a low-barrier, hypothermia prevention initiative designed to provide emergency shelter when overnight temperatures fall below 40 degrees, there is a 40% chance of rain, or winds exceed 40 miles per hour. Interested parties must submit site information by April 24, 2023, with proposal submissions due by April 30, 2023 at 11:59 PM. Site requirements include working utilities, ADA accessibility, on-site bathroom facilities, large sleeping and eating spaces, storage area, fire alarm system, and a valid certificate of occupancy. The city is interested in both overnight-only and 24-hour operational sites, with the potential for a rotating shelter model if multiple sites are available. The program typically serves single adults, with previous seasons showing capacity to accommodate up to 55 people on the busiest night and serving 208 unduplicated individuals throughout the season. While this RFI will not result in an immediate contract award, the information gathered may inform a future formal solicitation.
The RFI does not specify explicit set-aside designations or restrictions on responding organizations, appearing to welcome a broad range of potential participants including property owners, landlords, non-profit organizations, and faith-based groups. There are no mentions of incumbent vendors or specific requirements for existing infrastructure integration. The document indicates that compensation will be provided to selected sites, though specific budget ranges or award values are not detailed in the available information. The winter shelter program is specifically targeting locations within the Pasadena area of Los Angeles County, California, with the operational period spanning from December 1, 2023, through March 31, 2024. The program's historical data from the 2019-2020 season suggests a flexible approach to shelter provision, with the potential for multiple sites to be utilized throughout the winter months. Interested parties should carefully review the full RFI document for comprehensive details about site requirements and the selection process.
Opportunity text
Pasadena's winter shelter is a low-barrier to entry, hypothermia prevention program which addresses the temporary, emergency shelter needs of people experiencing homelessness during the winter months in which inclement weather is more frequent, generally December through March. The winter shelter is open at least one day each week during the season and is also activated under certain cold weather, rain and wind conditions.
This RFI seeks to gather information from property owners, landlords, non-profit and community-based organizations, including faith-based organizations, which are interested in renting out their site(s) to be used as a winter shelter location during the 2023-2024 winter season (est. December 1, 2023 through March 31, 2024). The location will be used as a temporary congregate shelter and compensation will be provided.
