About this opportunity

The Iowa Department of Agriculture & Land Stewardship, Division of Soil Conservation and Water Quality, is seeking bids for a nutrient reduction wetland construction project in Winneshiek County, Iowa. The Request for Bids (RFB) solicits comprehensive site development services involving selective clearing, excavation, grading, steel sheetpile installation, tile installation, water control structure construction, and seeding across approximately 8.7 acres. Major work components include 18,700 cubic yards of earthwork, 1,403 square feet of steel sheetpile installation, 385 linear feet of tile work, 116 linear feet of drawdown pipe installation, 920 tons of riprap and clean stone placement, and 116 cubic yards of concrete grout. A pre-bid conference will be held on December 2, 2025, at 11:00 AM at the Spillville Public Library, with attendance encouraged but not mandatory. Sealed bids must be submitted through the Iowa Management of Procurement and Contracts System (IMPACS) by 3:00 PM Central Time on December 17, 2025, with a public bid opening immediately following via Microsoft Teams. Written questions must be submitted to the project engineer, Anthony Harbaugh, P.E. at Shive-Hattery, by 3:00 PM on December 9, 2025.

Bidders must provide a bid bond equal to ten percent of their bid amount and must be registered with the Iowa Department of Inspections, Appeals & Licensing. Non-Iowa corporations are required to provide proof of authorization from the Secretary of State to conduct business in Iowa prior to contract execution. The successful bidder will be required to furnish a Performance/Payment Bond equal to 100% of the contract price. The contract mandates construction completion by November 15, 2026, for most work items and December 15, 2026, for seeding activities. The estimated construction cost range is $300,000 to $400,000, with the contract to be awarded to the lowest responsive bidder. The contract documents, including plans, specifications, and the bid package, are available through the Iowa Department of Agriculture website and the state's bidding opportunities portal. Evaluation will focus on responsiveness to bid specifications and overall bid pricing, with a clear emphasis on meeting the technical requirements of the nutrient reduction wetland construction project.
