About this opportunity
The City of Beaverton, Oregon is requesting bids on the Wilson Drive & Wilson Avenue Waterline Replacement project under ITB Solicitation #27-002, with bids due electronically by 2:00 p.m. on September 8, 2026 and a non-mandatory pre-bid conference via Zoom on August 25, 2026. The City has adopted a Good Faith Effort (GFE) Program requiring prime contractors to demonstrate good faith efforts to contact and contract with COBID-certified (Certification Office for Business Inclusion & Diversity) subcontractors; prime contractors must contact a minimum of three COBID-certified firms for each of seven identified divisions of work—utilities, sewer and water work, landscaping, traffic control, concrete work, concrete cutting, and asphalt paving—at least seven calendar days before bid opening. Failure to comply constitutes material breach and may result in withholding of progress payments and liquidated damages of $1,000 per violation.
The project involves installing approximately 3,400 linear feet of new water main comprising 2,700 feet of 8-inch diameter ductile iron pipe (DIP), 500 feet of 6-inch DIP, and 200 feet of 4-inch DIP, along with associated fire hydrants, water service connections, air release valves, and related appurtenances. Work spans SW Wilson Drive and SW Wilson Avenue from SW Wilson Court to SW Hart Road, plus a section of SW 139th Avenue in a residential neighborhood. The bid set specifies that all mainline pipe shall be push-on cement-lined zinc-coated ductile iron, class 52 with Tyton joints, and all mechanical joints shall conform to ANSI A-21.11 standards. All materials must be new manufacture and domestic; no rebuilt or foreign-manufactured materials are permitted. Contractors must comply with City of Beaverton standards, Oregon APWA/ODOT specifications, Clean Water Services standards, and Oregon Administrative Rules Chapter 333. The contractor is responsible for utility locating (48 hours' notice to One Call System at 503-246-6699), trench backfill and compaction, erosion prevention and sediment control, traffic control, property protection, water service disruption coordination (5 working days' advance notice required), pressure testing to a minimum of 150 PSI, and final disinfection prior to connection to the existing system.
The estimated project cost ranges from $1.1 million to $1.3 million. Bidders must submit a 10 percent bid guaranty, a faithful performance bond, a labor and materials payment bond, and a maintenance and warranty bond equal to 25 percent of the total contract amount upon award. Bidders must be licensed by the Oregon Construction Contractors Board or State Landscape Contractors Board and must comply with prevailing wage requirements under Oregon Revised Statutes 279C.800 to 279C.875 and/or the federal Davis-Bacon Act. Questions are due by September 1, 2026, with responses due by September 3, 2026. The anticipated City Council award date is October 6, 2026, with an estimated Notice to Proceed date of November 2, 2026 and estimated substantial completion date of February 22, 2027.
