About this opportunity
The City of DeLand, Florida is requesting qualifications from professional engineering firms for planning, design, permitting, bidding and funding assistance, and construction services for the Wiley M. Nash Water Reclamation Facility Headworks Floodproofing and Lift Station No. 1 Relocation project, with qualifications due August 27, 2026 at 2:00 p.m. This is a federally assisted project subject to Davis-Bacon Act prevailing wage requirements, Copeland Act anti-kickback provisions, 24 CFR 85.36 bonding requirements, and Section 3 and M/WBE provisions.
The scope encompasses replacement and floodproofing of WRF headworks facilities, replacement and modernization of electrical distribution and standby power systems, replacement of the existing generator and emergency power infrastructure, elevation and relocation of critical equipment above anticipated flood elevations, site drainage and flood mitigation improvements, and instrumentation and SCADA improvements. Work includes relocation of Lift Station No. 1 approximately 500 feet to a higher elevation with new submersible pumps and telemetry systems, and demolition or repurposing of existing lift station facilities. Professional services also include topographic and boundary survey, resiliency assessments, geotechnical investigations, engineering design, permitting, bidding, grant and funding support, asset management, and construction phase services. The successful contractor must maintain Professional Liability Insurance of $3 million per claim and Comprehensive General Liability and Auto Liability of $1 million combined single limit, plus Workers' Compensation coverage including United States Longshoremen's and Harbor Workers coverage if work involves navigable waterways.
The project is federally funded under the Florida Department of Environmental Protection Supplemental Appropriation for Hurricanes Helene, Milton, and Wildfires (SAHMW), FDEP SRF Project #WW64114. Permits are required from the City of DeLand, St. Johns River Water Management District, and FDEP. The City will select finalists through public evaluation under Florida's Consultants' Competitive Negotiations Act, potentially shortlisting a minimum of three firms for presentations and interviews. Questions are due August 20, 2026. Site access is not provided before qualification submission; shortlisted contractors receive limited access prior to presentations. Any selected consultant for the design criteria package cannot subsequently propose or perform design services as part of a design-build team.
