About this file
This is a Public Meeting Notice from the City of DeLand, Florida, Finance Department, announcing a Selection Committee meeting for Request for Qualifications #RFQ-26-02 regarding the Wiley M. Nash Water Reclamation Facility Headworks Floodproofing and Lift Station No. 1 Relocation project. The City is soliciting qualifications from professional engineering firms to provide planning, design, permitting, bidding and funding assistance, and construction services for the facility's floodproofing and lift station relocation. The scope includes replacement and floodproofing of WRF headworks facilities, electrical distribution and standby power system upgrades, generator and emergency power infrastructure replacement, elevation of critical equipment above flood elevations, site drainage and flood mitigation improvements, and SCADA enhancements. The project also involves relocating Lift Station No. 1 approximately 500 feet to higher elevation with new submersible pumps and telemetry systems. Qualifications were due August 27, 2026, at 2:00 p.m., and the Selection Committee meeting is scheduled for September 8, 2026, at 11:00 a.m. at the Utilities Administration Conference Room, 1102 South Amelia Ave., DeLand, Florida. Questions from potential proposers were due August 20, 2026.
The project is federally funded under the Florida Department of Environmental Protection Supplemental Appropriation for Hurricanes Helene, Milton, and Wildfires (SAHMW), designated as FDEP SRF Project #WW64114. As a federally assisted project, the work is subject to Davis-Bacon Act prevailing wage requirements, Copeland Act anti-kickback provisions, 24 CFR 85.36 bonding requirements, and Section 3 and M/WBE provisions. The successful consultant must maintain Professional Liability Insurance of $3 million per claim and Comprehensive General Liability and Auto Liability of $1 million combined single limit, plus Workers' Compensation coverage. The selection process follows Florida's Consultants' Competitive Negotiations Act, with the City potentially shortlisting a minimum of three firms for presentations and interviews. Permits are required from the City of DeLand, St. Johns River Water Management District, and FDEP. A constraint of the procurement is that any consultant selected for the design criteria package cannot subsequently propose or perform design services as part of a design-build team.
