About this file

This is a Names Only Tabulation Sheet for a Request for Qualifications (RFQ) issued by the City of DeLand, Florida for professional engineering services related to the Wiley M. Nash Water Reclamation Facility Headworks Floodproofing and Lift Station No. 1 Relocation project. The City seeks qualifications from engineering firms to provide planning, design, permitting, bidding and funding assistance, and construction services for comprehensive facility improvements including replacement and floodproofing of headworks facilities, modernization of electrical distribution and standby power systems, replacement of emergency power infrastructure, elevation and relocation of critical equipment above flood elevations, site drainage improvements, and instrumentation upgrades. The project also encompasses relocation of Lift Station No. 1 approximately 500 feet to a higher elevation with new submersible pumps and telemetry systems. Qualifications were due August 27, 2026 at 2:00 p.m., with the posting date of September 1, 2026. Two vendors submitted proposals: Mead & Hunt (Port Orange, FL) and Sawcross, Inc. (Jacksonville, FL). The City will evaluate submissions and select finalists through a public evaluation process under Florida's Consultants' Competitive Negotiations Act, with a minimum of three firms potentially shortlisted for presentations and interviews.

The project is federally funded under the Florida Department of Environmental Protection Supplemental Appropriation for Hurricanes Helene, Milton, and Wildfires (SAHMW) and carries FDEP SRF Project #WW64114 designation. This federally assisted project is subject to Davis-Bacon Act prevailing wage requirements, Copeland Act anti-kickback provisions, 24 CFR 85.36 bonding requirements, and Section 3 and M/WBE provisions. The successful contractor must maintain Professional Liability Insurance of $3 million per claim and Comprehensive General Liability and Auto Liability of $1 million combined single limit, plus Workers' Compensation coverage including United States Longshoremen's and Harbor Workers coverage if applicable. Permits are required from the City of DeLand, St. Johns River Water Management District, and FDEP. Any consultant selected for the design criteria package is precluded from subsequently proposing or performing design services as part of a design-build team.
