About this opportunity

The City of Philadelphia is requesting quotes for whiteboards and fabric bulletin boards under a micro purchase opportunity with quotes due September 14, 2026. Bidders must quote all items to be eligible for award; the contract will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.

The solicitation includes an optional LGBTQ Applicant Data Form to identify LGBTQ-owned businesses (LGBTBE) certified through the National LGBT Chamber of Commerce or the Independence Business Alliance, though submission is voluntary and carries no stated preference or set-aside weight. Sellers must answer mandatory questions regarding Local Business Entity (LBE) certification status.

All quotes must be submitted electronically through PHLContracts. A signed Consent and Authorization Agreement must be on file in the vendor profile or attached to the first submitted quote before bids will be considered. Sellers must accept standard terms and conditions, enter unit costs for each line item, and provide required attachments.

The contract term is fixed at 365 days from the effective date, with automatic termination and no renewal options. The total contract value may not exceed $45,000, adjusted annually by CPI-U from January 1, 2020 and rounded to the nearest $1,000. All pricing must be quoted FOB Destination with net prices exclusive of federal excise tax, transportation, and Pennsylvania sales and use taxes. Quote prices remain valid for 60 days from submission.

Successful sellers must complete electronic payment enrollment, maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum $500,000 per occurrence, and automobile liability insurance at $300,000 per occurrence if applicable. All sellers must comply with Philadelphia business tax requirements, nondiscrimination provisions, ethics regulations, and tax indebtedness certifications, including confirmation that neither the seller nor parent or subsidiary companies are indebted to the City for delinquent taxes or other debts without an established payment plan.
