About this file

This document is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist applies to the micro purchase opportunity for Whiteboard and Fabric Bulletin Board supplies in Pennsylvania. Bidders must quote all items listed in order to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Sellers are instructed not to deliver or provide services until notified by the department.

The checklist outlines a 13-step submission process that requires sellers to maintain the Seller role (not Seller Admin), answer all mandatory questions regarding Local Business Entity (LBE) certification status, enter unit costs for each bid item, accept terms and conditions, and submit required attachments. A Consent & Authorization form must be on file in the vendor's profile or attached to the submission; bids will not be considered without this document. Sellers may optionally submit an LGBTQ Applicant Opportunity Data Form. The submission process requires sellers to click "Save & Continue" on every tab to clear validation warnings before final submission through the PHLContracts website. Additional documents related to the quote must be attached, and all attachments listed in the Terms & Conditions tab must be downloaded and saved.
