About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, on behalf of the Department of Defense, Veterans and Emergency Management – Military Bureau, is soliciting custodial and janitorial services for the Westbrook Armory located at 120 Stroudwater Street, Westbrook, Maine. The procurement encompasses comprehensive cleaning services for approximately 1,865 square feet of office space and 5,850 square feet of drill hall space, with all work performed during facility operating hours of 7:30 a.m. to 4:00 p.m. daily. Services required include daily/weekly tasks such as trash and recycling removal, carpet vacuuming, floor sweeping and damp mopping, restroom sanitation, and equipment cleaning; monthly tasks including refrigerator and microwave exterior wiping and baseboard washing; quarterly deep cleaning of tile floors and high-level dusting; semi-annual ceramic tile and carpet cleaning; and annual floor stripping, re-polishing, and complete carpet shampooing. Bidders must submit all questions by March 20, 2026 at 12:00 p.m. through the State's AdvantageME e-Procurement system, with a mandatory walk-through scheduled for 9:00 a.m. on March 25, 2026 (contractors must contact Mark Turmelle at 207-430-6340 by noon on March 19, 2026 to coordinate attendance). Quotations are due no later than 4:00 p.m. on April 1, 2026, submitted through the State of Maine Vendor Self Service system using the provided Excel breakdown worksheet. The initial contract period runs from May 1, 2026 through April 30, 2027, with two optional renewal periods extending through April 30, 2031. Qualified contractors must provide HEPA-filter vacuums, self-contained carpet cleaning equipment with minimum 50 PSI capability, commercial-grade floor buffers, and environmentally conscious supplies including toilet paper with minimum 20% post-consumer fiber, paper towels with minimum 40%, trash bags with minimum 10%, and PFAS-free materials; contractors must also maintain workers' compensation insurance, commercial general liability coverage of $300,000 per occurrence with contractual liability coverage, and automobile liability of $300,000 per occurrence. Performance will be evaluated monthly through a detailed checklist addressing compliance with all specified cleaning standards, with poor performance defined as four or more negative responses or "Needs Improvement" ratings, potentially resulting in contract termination after a two-week correction period or immediate termination after three consecutive poor performance evaluations.

This solicitation is exclusively restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, limiting competition to organizations meeting this specific designation and set-aside requirement. All contractor employees must pass federal background checks conducted by the Department of Defense, Veterans and Emergency Management before facility access and must comply with sign-in/sign-out requirements and infectious disease reporting protocols within 24 hours. No incumbent vendor or current contractor information is available as this is a brand new contract. Award will be made to the certified Work Center submission with the most advantageous bid provided the proposed costs are determined to be fair and reasonable compared to non-Work Center market rates; however, the solicitation documents do not specify total budgeted amounts or pricing requirements, requiring bidders to structure their proposals based on the detailed task breakdown multipliers provided in the Excel template. Subcontractor use is permitted but limited to no more than 15% of the total work, and bidders must submit a detailed disaster recovery plan as part of their bid submission. The evaluation criteria emphasize cost competitiveness, compliance with environmental and safety standards, demonstrated facility access requirements, and the contractor's ability to maintain consistent service quality throughout the contract period.
