About this opportunity
The City of Bowling Green, Kentucky is soliciting bids from KYTC pre-qualified contractors for the resurfacing of West Riverview Drive, with bids due October 28, 2026. KYTC pre-qualification is a mandatory eligibility requirement that restricts competition to state-certified contractors.
The scope covers approximately 670 linear feet of full-width pavement rehabilitation, consisting of milling 4.5 inches of existing asphalt and replacing it with 3.0 inches of CL2 Asphalt Base (1.00D PG64-22) and 1.5 inches of CL3 Asphalt Surface (0.38D PG76-22). Work includes traffic control, tack coat application, pavement markings, driveway and side street tie-ins, and restoration. Contractors must furnish Wavetronix radar detection equipment to be installed by others prior to mobilization for milling; the equipment must be installed, configured, tested, and accepted by KYTC before milling operations commence.
Bidders may claim qualified-bidder status under Kentucky law as a nonprofit corporation furthering KRS Chapter 163 purposes, as a qualified nonprofit agency for individuals with severe disabilities under KRS 45A.465(3), or as a resident bidder by demonstrating continuous authorization to transact business in Kentucky and one year of prior-year compliance with Kentucky income tax filings, unemployment insurance fund payments, and workers' compensation policies as of the advertisement date. Required affidavits must be notarized and executed under penalty of perjury; the City reserves the right to request supporting documentation and may disqualify bidders or terminate contracts for failure to provide it.
General Service Provider insurance requirements include Commercial General Liability of $1 million per occurrence, Automobile Liability of $1 million Combined Single Limit, and Workers' Compensation at statutory limits with Employers' Liability of $1 million per accident. The City of Bowling Green must be named as Additional Insured on General Liability and Auto Liability policies on a primary and non-contributory basis. All insurance must be underwritten by Kentucky-licensed carriers with Best Ratings of A− or better and submitted for approval through myCOI and the City's Human Resources & Risk Management Department before work begins. Fifteen days' advance written notice is required for any policy suspensions, cancellations, or coverage reductions.
