About this opportunity
The City of West Jordan, Utah, located in Salt Lake County, is issuing a Request for Quotation (RFQ) to procure design, construction, and installation services for a custom parade float mounted on a City-provided chassis measuring 10 feet wide by 22 feet long. The float will be utilized in approximately ten parades annually during May through September for 2026 and 2027, with a potential extension into 2028. The design must incorporate West Jordan community elements including agriculture and sugar beet history, Wheels Park, rodeo culture, and patriotic elements aligned with the America 250 theme. Qualified designers and fabricators must submit conceptual designs including layout and key features with their quotes, with all design, construction, and installation work to be completed by May 22, 2026, for the 2026 parade season. The contract term begins upon final execution and expires on September 30, 2027, with an optional one-year extension at the City's request. Responses must be submitted electronically through the Utah Public Procurement Place by 2:00 p.m. Mountain Time on Tuesday, April 7, 2026; questions must be submitted by Thursday, April 2, 2026, at 10:00 a.m. MST. Award selection will not be based solely on lowest bid; instead, the City will select the responsive and responsible contractor presenting the best overall design and value as determined by the evaluation panel.
Contractors must provide general liability insurance of $2,000,000 per occurrence and $3,000,000 aggregate, automobile liability insurance of $1,000,000 per accident, and statutory workers' compensation insurance with employer's liability of $1,000,000. All insurance requirements must be documented through a Certificate of Insurance that lists the City as an additional insured for both ongoing and completed operations, with appropriate endorsements included. Optional storage services may be proposed separately if located within a 10-mile radius of West Jordan City and priced independently. The not-to-exceed budget for the float design and construction is $25,000, which must include all labor, materials, equipment, and supervision. No set-aside designations or restrictions on types of organizations responding are identified in the procurement documents. The selected vendor must provide a one-year warranty on all products and services delivered, and the City will execute an Agreement for Services with the selected contractor.
