About this opportunity
The City of West Jordan is requesting qualifications from artists and artist-led teams to commission artwork for multiple city-owned locations through RFQ WJPS26062201, with submissions due July 15, 2026 at 11:00 p.m. Mountain Time and questions due July 8. No set-asides or preference programs are identified.
The scope encompasses interior paintings within city buildings, outdoor murals along trails and parks, and sculptures for parks, medians, roundabouts, and linear park spaces. Artists may submit multiple proposals, select from designated locations, or propose alternative city-owned sites. All artwork must be safe, durable, and suitable for long-term outdoor display; demonstrate strong artistic vision enhancing West Jordan's character; reflect and respect diverse local cultures and identities; promote community gathering and inclusiveness; and align with city goals of improved outdoor recreation, environmental quality, and social connection. Proposals must include conceptual drawings, completion schedules, artist qualifications, and detailed project costs.
The project budget is $50,000 inclusive of all costs — materials, equipment, labor, permits, insurance, travel, fabrication, installation, lighting, shipping, and a maintenance schedule and instruction document. Artists may propose projects at any cost up to this maximum. The initial contract term corresponds to the artist's proposed schedule, with a mandatory five-year warranty and maintenance period at no additional charge to the City; renewal is possible based on mutual agreement and available budget. Work must begin no later than September 1, 2026, with installation completed by December 18, 2026.
An evaluation committee will score proposals on a 100-point scale: artist qualifications and experience (20 points), overall design and fit (15 points), alignment with project goals (20 points), aesthetics and practicality (10 points), artistic merit (20 points), material quality and durability (10 points), and safety plan (5 points). The City may request oral presentations from finalists at the artist's expense and reserves the right to reject all proposals or re-solicit if only one proposal is received. Submissions are accepted directly to project manager Joe Bryant or through the Utah Public Procurement Place (U3P-Bonfire) platform.
