About this file
This is a Request for Qualifications (RFQ) issued by the City of West Jordan, Utah, for its Public Art Program (WJPS26062201). The City seeks qualified artists and artist-led teams to propose and create artwork for multiple city-owned locations, including interior paintings within city buildings, outdoor murals along trails and parks, and sculptures for parks, medians, roundabouts, and linear park spaces. Artists may submit multiple proposals and select from designated locations or propose alternative city-owned sites. Proposals must include conceptual drawings, completion schedules, artist qualifications, and detailed project costs. The submission deadline is 11:00 p.m. Mountain Time on July 15, 2026, with questions due by 10:00 a.m. on July 8, 2026. Artists are expected to begin work no later than September 1, 2026, and complete installation by December 18, 2026. Proposals may be submitted directly to the project manager, Joe Bryant, or electronically through the Utah Public Procurement Place (U3P-Bonfire) platform. The City intends to award purchase orders or contracts following evaluation, though no award is guaranteed. Upon selection, the City may request oral presentations from finalists at the artist's expense. The resulting contract will have an initial term corresponding to the artist's proposed schedule, including a mandatory five-year warranty period, with potential for renewal based on mutual agreement and available budget.
The project budget is $50,000, which is inclusive of all costs including materials, equipment, labor, permits, insurance, travel, fabrication, installation, lighting, shipping, and a maintenance schedule and instruction document. Artists may propose projects at any cost up to this maximum. An evaluation committee will score proposals using a 100-point system based on artist qualifications and experience (20 points), overall design and fit (15 points), alignment with project goals (20 points), aesthetics and practicality (10 points), artistic merit (20 points), material quality and durability (10 points), and safety plan (5 points). The City reserves the right to require and negotiate insurance on a per-project basis and requires a five-year warranty at no additional charge. All proposals become City property and will remain confidential until after contract award, subject to Utah's Government Records Access and Management Act (GRAMA). The City retains the right to reject all proposals and reserves the flexibility to re-solicit if only one proposal is received.

23. Force Majeure: Neither party to this Agreement will be held responsible for delay or default caused by fire, riot, acts of God, and/or war which is beyond that party's reasonable control. The City may terminate this Agreement after determining such delay will prevent successful performance of this Agreement.
24. Confidentiality: If Confidential Information is disclosed to Contractor, Contractor shall: (i) advise its agents, officers, employees, partners, and Subcontractors of the obligations set forth in this Agreement; (ii) keep all Confidential Information strictly confidential; and (iii) not disclose any Confidential Information received by it to any third parties.
