Substantial completion is required within 220 consecutive calendar days from Notice to Proceed, with 30 additional days for final completion (250 total, excluding weather delays). Liquidated damages are $2,667 per calendar day beyond the completion deadline. A 5% bid surety (certified check, cashier's check, or bid bond) and 100% performance and payment bonds are required. Contractors must hold Florida state contractor licensing under Chapter 489, current FDOT certification for asphalt mix design and plant operations, proof of E-Verify registration, comprehensive insurance (workers' compensation, general liability $1,000,000 per occurrence/$2,000,000 aggregate, business auto liability $1,000,000, pollution liability $1,000,000 per occurrence/$2,000,000 aggregate), and workers' compensation coverage.
