About this opportunity

Palm Beach County, Florida is requesting proposals for a term contract for welding services, spray applications, due October 15, 2026. This is a requote of an existing service agreement.

The solicitation establishes an indefinite-quantity term contract framework allowing state agencies and authorized users to procure spray welding services through a pre-established contractual relationship. The contract structure includes predetermined pricing and service terms applicable throughout the contract period, with actual usage and costs determined by state agencies' needs.

Respondents must complete subcontracting schedules under the county's Aspiration Performance Initiative (API) goals, which require identification of the prime contractor and all subcontractors or subconsultants, designation of each entity as certified Small Business Enterprise (SBE) or non-SBE, and specification of dollar amounts or work percentages. Schedule 2 or 2(a) must be executed by all subcontractors and must detail specific work to be performed with corresponding dollar amounts or percentages and line item numbers. Schedule 3 tracks subcontracting information including contracted amounts, change orders, and amounts paid to date, submitted with each payment request. Schedule 4, also submitted with payment requests, documents actual disbursements to each subcontractor and requires notarized signatures. For work performed by second or third-tier subcontractors, separate Schedule 2 forms must be submitted. Palm Beach County maintains a vendor database at https://pbc.gov/pbcvendors for locating subcontractor vendor codes. Violations of the SBE ordinance may be reported through the OSBD complaint form at https://discover.pbc.gov/HED/osbd.
