About this opportunity
Orange County, Florida is soliciting sealed bids for the Wekiwa Springs Septic Tank Retrofit Ph 5A project located on Carol Woods Way and Wekiva Ridge Road, with an estimated project cost of $4,664,610.00. The procurement involves removal of existing septic tank systems and installation of gravity sewer systems, force-mains, and public pump stations serving approximately 63 single-family homes and one institutional facility. The scope includes 3,417 linear feet of 8-inch PVC gravity sewer mains, 755 linear feet of 4-inch PVC force mains, and a 133-gallon-per-minute duplex pump station. Bidders must provide three references demonstrating experience with submersible public raw wastewater pump station construction, force main installation, and gravity sanitary sewer installation. Key submission requirements include electronic bid submission through the OpenGov e-Procurement Platform by December 18, 2025, at 4:00 PM EST, with a question submission deadline of December 3, 2025, at 5:00 PM EST. A non-mandatory virtual pre-bid conference is scheduled for November 24, 2025, at 1:30 PM. The contractor must start work within 14 days of the Notice to Proceed and achieve substantial completion within 365 consecutive calendar days, with final completion required within 395 consecutive calendar days.
The contract does not specify specific set-aside designations for disadvantaged enterprises. Contractors must maintain workers' compensation insurance, commercial general liability of $1,000,000, and contractor's pollution liability of $1,000,000 per occurrence. Mobilization costs are limited to 5% of the total base bid, and a bid bond, payment bond, and performance bond are required for this contract exceeding $100,000. The project may be funded through state and federal sources, subject to availability of lawfully appropriated funds. Retainage will be 5% on progress payments until substantial completion, with potential reduction at the Project Manager's discretion. Liquidated damages are set at $500 per calendar day for failure to achieve substantial or final completion by specified dates. The project requires integration with Orange County's existing SCADA system and compliance with Florida Statutes, Orange County ordinances, OSHA requirements, and the Florida Trench Safety Act. Geotechnical investigations have already been completed, revealing subsurface conditions primarily of loose to medium-dense sands and clayey sands, with groundwater levels 6-15 feet below grade.
