About this opportunity

The City of Meriden, Connecticut is requesting proposals for website redesign services under RFP027-06, with proposals due August 7, 2026 at 11:00 a.m. and questions due July 31, 2026 at 4:00 p.m.

The scope encompasses a redesigned website with decentralized content management across city departments under central administrator oversight, mobile responsiveness, SEO optimization tools, translation capabilities, integration with the city's 311 system (QAlert) and OpenGov permitting platform, an employment portal with HR onboarding functionality, enhanced security protocols, and fast page load speeds. ADA compliance is a priority requirement. Project completion is anticipated by June 1, 2027.

Proposals will be evaluated on five weighted criteria: qualifications of the firm and cost proposal (35 points), demonstrated ability to meet the project deadline (15 points), demonstrated ability of key personnel and experience (15 points), similar projects completed within the past five years (20 points), and references from past clients (15 points). The City is exempt from federal excise taxes and Connecticut state sales and use taxes, which should not be included in proposal pricing. Payment will be made not less than thirty days following service completion.

The successful consultant must provide a Certificate of Insurance covering general liability, automobile liability, and workers compensation liability as determined by the City's Risk Manager. Proposals must include a notarized Non-Collusion Statement. No proposer may withdraw its proposal within 120 days of opening. The contract will be executed via Purchase Order and Standard Professional Services Agreement and cannot be assigned without written consent of the Purchasing Officer. All vendors are eligible to respond. Submissions are made through the OpenGov ePortal at https://procurement.opengov.com/portal/meridenct.
