The Long Beach Water Department is soliciting bids on cathodic protection improvements for recycled water systems (WD-33-22, Project REO-0204), with bids due November 16, 2022 at 10:00 a.m. via the City's online portal at https://longbeachbuys.buyspeed.com/bso/. A pre-bid conference was held November 2, 2022. The project is subject to a Citywide Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council and signatory craft unions; contractors and subcontractors must be registered with the Department of Industrial Relations for public works compliance.
The scope encompasses furnishing all labor, equipment, and materials to install cathodic protection test stations, magnesium anodes, and isolation flange kits on 20-inch, 24-inch, and 30-inch diameter recycled water pipelines at two Long Beach locations: Heartwell Park and El Dorado Park East with Willow Street. Work includes excavation to expose pipe, exothermic welding of pipe connection leads, anode installation (80 magnesium anodes total across 14 new and modified test stations), bonding of buried joints, abandonment of existing CP components, and site restoration. Construction is limited to 7:30 a.m. to 4:00 p.m., Monday–Friday, with a maximum 120 calendar days to complete after Notice to Proceed. All steel hardware must be Type 316 stainless steel.
The Engineer's Estimate is $374,285.20. The successful contractor must hold a valid California Class "A" General Engineering Contractor license at award and comply with prevailing wage requirements under California Labor Code. Bid security of 10 percent of the total bid price and performance and payment bonds each equal to 100 percent of the contract price are required. The contractor must execute the contract and submit all bonds and certificates within ten calendar days of the Notice of Award. Addendum No. 1 was issued November 10, 2022, addressing bid submission procedures and clarifying pipe-depth information available in record drawings.
