The project is funded through federal grant monies totaling $1,637,500 under Section 5311 Rural Area Formula Program, with potential matching from local sources. The contract will be structured as a firm-fixed price per revenue service hour, with pricing adjusted annually using the Consumer Price Index for All Urban Consumers (CPI-U). The technology platform must provide a software-as-a-service (SaaS) solution with mobile applications, an administrative portal, and robust reporting capabilities, including support for geofencing and compliance with National Transit Database requirements. Fares will be collected through multiple methods, including online apps, website, third parties, cash, and mail, with proposed rates of $2.50 for in-zone trips, $5 for inter-zone trips, and $7 for county-wide trips, including reduced rates for seniors and individuals with disabilities.
