About this file

This document is a Solicitation Question and Answer (Q&A) for the Waupaca County Shared Ride Transit Service Request for Proposal (RFP), solicitation number 25-006-41, dated 8/12/25. The Q&A covers critical details about a transit service contract, including vehicle deployment, technology platform requirements, driver employment conditions, and service expectations. The document reveals that the county is seeking a transit service contractor who will manage a shared ride program with specific operational parameters, including using county-leased vehicles, maintaining a technology platform with passenger and driver apps, and providing transportation services.

Key requirements include that all drivers must be W-2 employees, not independent contractors, and the contractor cannot use independent driver networks. The technology platform must include scheduling, reporting, vehicle tracking, and fare payment capabilities. The county anticipates potential additional services like prescription/package delivery, with potential partners including the Wisconsin Veterans Home – King, ThedaCare, and local pharmacies. No bidders conference is planned, and potential vendors are directed to specific sections of the RFP for detailed requirements. The county has not established historical performance metrics, as this is described as a new program with specific requirements outlined in sections 6.27 and Appendix G.
