A 5% bid discount applies to City of Tampa–certified Small Local Business Enterprises (SLBEs) and underutilized Woman and Minority Business Enterprises (U-WMBEs), with discounts capped at $10,000 for SLBEs and $20,000 for U-WMBEs respectively.

The scope encompasses installation, repair, and maintenance of waterway markers, signs, buoys, and pilings throughout Old Tampa Bay, Hillsborough Bay, the Hillsborough River, and multiple boat ramps and swimming areas within the city. The work includes installing new markers with speed-restriction and vessel-exclusion signage on wood and concrete pilings, replacing existing markers, applying reflective tape and cross braces, and mounting signs to bridges and existing structures. Existing repair and replacement work must be completed within six months of the Notice to Proceed; new work requests require completion within 25 consecutive calendar days. Materials include 0.08" thick aluminum signs with Super Engineer Grade prismatic sheeting and marine-grade buoys. Documentation deliverables include GPS coordinates and photographs for each installation. All work is subject to Army Corps of Engineers, Florida Fish and Wildlife Conservation Commission, and Port Tampa Bay permits, with extended authorization through May 31, 2027, including manatee, sea turtle, and smalltooth sawfish protection conditions.

The estimated contract value is $175,000 for an initial one-year term, with options to renew annually for four additional one-year periods. Materials are warranted for at least two years; labor is warranted for one year. The pricing schedule contains 26 line items priced on a per-each basis for various installation and maintenance tasks.
