About this file
This document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, focused on establishing guidelines for formal procurement opportunities across multiple industry categories. The document provides a comprehensive framework for underutilized Women and Minority Business Enterprise (WMBE) participation in prime and sub-contract roles across six distinct industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The guidelines specifically identify and categorize underutilized business enterprises by racial and gender classifications, including Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman-owned (WBE) businesses.
The procurement guidelines are narrowly tailored to support minority and small business participation, with clear definitions for each industry category. Construction is defined as new construction, renovation, and maintenance of public improvements, while construction-related services encompass architecture, engineering, and design build services. Professional and non-professional services are also distinctly categorized, ranging from legal and medical consultants to lawn maintenance and security services. The document, dated October 2012, provides a structured approach to ensuring diverse business participation in formal procurement processes, with a matrix highlighting specific underutilized business groups across different service and product sectors.
