About this opportunity
The City of Harrisonburg, Virginia is soliciting Step 2 design-build proposals for the Water Treatment Plant Sedimentation Basin Plate Settlers Project under RFP 2027004-PU-DB, with proposals due December 10, 2026 at 3:00 p.m. Only firms short-listed in Step 1 are eligible to respond. Registered eVA vendors must submit through the eVA platform, and faxed, emailed, and hard-copy submittals are not accepted.
The project covers design, construction, installation, and commissioning of inclined plate settlers and sludge removal systems, using vacuum or scrapers, across four existing sedimentation basins at the Grandview Water Treatment Plant. Each basin measures 110 feet long, 27.5 feet wide, and 14 feet deep. The system is rated at 15.2 million gallons per day and is adaptable to 20.0 million gallons per day. The contractor must comply with 12VAC5-590-872 and obtain a Certificate to Construct and operate from the Virginia Department of Health Office of Drinking Water. Addendum 02 clarifies that no line stop, hot tap, or line freeze work is required. Any tapping occurs on empty pipes only. All water-contact components require NSF-61 certification. The posted MRI technical proposal identifies MRI as basis-of-design manufacturer, with alternates permitted only with pre-bid approval and pre-qualification documentation submitted 30 days before bid opening.
The contract is a firm-fixed-price design-build agreement running from Notice to Proceed through the completion date the offeror proposes. The selected contractor must furnish payment and performance bonds, each at 100 percent of the Contract Sum. Progress payments are made monthly at 95 percent of work completed and materials delivered, rising to 98 percent upon substantial completion, with retainage held under Virginia Code 2.2-4333. Liquidated damages are $500 per calendar day for work not completed by the Final Completion date. Required insurance includes general, professional, and environmental liability at $1 million each, automobile liability at $1 million, and builders risk at full replacement cost. Unsuccessful responsive offerors receive a $5,000 Proposal Payment stipend.
Proposals are scored on a 100-point system: Project Cost 45 points, Scope of Work 15, Technical Documents 15, Project Planning 15, and General 10. The City may negotiate with two or more offerors and will recommend the top-ranked offeror for award.
Questions and site visits are due November 26, 2026, per Addendum 02, which supersedes the November 20 date in the original RFP. The virtual pre-proposal meeting was held October 22, 2026. Proposal review runs December 11–31, 2026, followed by one-on-one presentations January 2–31, 2027. Signed acknowledgment of Addendum 02 must accompany each submission. Posted attachments include technical submittals from MRI, Jim Myers & Sons, Nordic Water, and Aqua Equip Technologies.
