Summary
This is an MRI Technical Proposal document for a Water Treatment Plant Sedimentation Basin Plate Settlers Project in Virginia, submitted as Step 2 of a two-step Design-Build RFP process (2027004-PU-DB). The proposal details MRI's Inclined Plate Settler System, a water treatment clarification product designed to maximize surface area within sedimentation basins using inclined plates typically positioned at 55 degrees. The system incorporates helical inlet flow diffusers, stainless steel plates and frames with isolation baffles, flow control distribution tubes with metered orifices, effluent collection troughs with adjustable weirs, and stainless steel support beams. The scope includes supply, delivery, installation inspection, and training services. Design specifications indicate multiple basins with dimensions and capacity parameters to be determined by contract drawings, an effective loading rate of 0.30 gpm/sq ft at design flow, maximum plate dimensions of 9.50' L x 4.50' W, individual cartridge weight limits of 6,000 lbs, and minimum clearances specified for floor access and support structures. MRI (Meurer Research, a Parkson Brand, based in Golden, Colorado) is identified as the basis of design manufacturer, with limited alternate suppliers permitted only with pre-bid approval and extensive pre-qualification documentation submitted 30 days prior to bid opening.
The proposal emphasizes MRI's proprietary innovations, including over 50 patents and more than 50 years of combined experience across MRI, Parkson, and the original Lamella brand, with over 1,500 units installed worldwide. Performance guarantees are backed by performance bonds and include effluent turbidity of 100 NTU, extended filter runs, reduced total organic carbon, and lower disinfection by-products. The system utilizes an exclusive Hoseless Cable-Vac sludge collector with tandem collection design, self-sealing side baffles, flow balancing rings, and non-clog orifices. All components must be manufactured in a stainless-steel-only fabrication facility to prevent cross-contamination, and NSF-61 certification is mandatory. Contractors must submit comprehensive equipment data, basin design drawings, head loss calculations, NSF certification, warranties, operation and maintenance manuals, and performance guarantees as part of contract submittals. The proposal includes standard reference documents including NSF Standard 61, AISI, AISC, ASTM, and AWS specifications for materials and construction.

Aerial view of circular clarifier installation with
22 shared effluent troughs (unique to MRI) which can treat up to 8 MGD and are proven to produce better quality water.
Flow Control System
Composed of top support/ outlet tubes, MRI’s unique
Flow Control System extracts clarified water evenly across the plates and distributes it evenly into the effluent troughs.
Self-Sealing Side Baffles
Plates are installed so that they stack and interlock to form a solid wall, which causes influent to enter the side ports.
Effluent Troughs
Side-mounted troughs work with the Flow Control System to provide even flow distribution off the tops of the plates.
Flow Control Orifices
Only MRI plates provide metered flow distribution across the entire plate width for even flow as water rises up through the plates and into the effluent tubes.
MRI Hoseless Cable-Vac™ Sludge Collector
The low-profile sludge collector removes settled solids efficiently and effectively.
Inclined Plates
MRI can customize the 100% stainless steel plate length and width to fit any application.
Side Inlet Ports
Introducing the influent flow across the plate from the side allows the down-flowing sludge to escape into the quiet zone beneath the plates.
Leveling Flow Weir
Combined with MRI’s patented Flow Control
System, the adjustable weir easily manages irregular flow velocities.
How It Works Influent flows into the basin, enters the plates through side inlet ports, and rises between stainless steel inclined plate settlers. As flow travels up the plates, solids settle out onto the plate surface. The clarified water is evenly extracted across the Flow Control System through orifices into the top tubes and is then distributed over a weir into troughs where it flows out of the basin. The Flow Control System creates a slight, but precise, pressure drop to ensure uniform flow across the entire system and to maximize plate settling performance across the entire settling area.
Sludge slides into the quiet zone beneath the plate settlers and is removed from the basin via MRI’s Hoseless Cable-
Vac™ Sludge Collector through differential head or via
MRI’s Ultra-Scraper™ Sludge Collector into a sludge removal channel.
MRI Hoseless Cable-Vac™ Sludge Collector The Original Hoseless Sludge Removal System
— Highest sludge concentration and least water waste in the industry
— Forward-facing, tangential inlet orifice maximizes sludge removal efficiency

The Integrated Local Control Module (ILCM) is built into the collector drive.
This option offers many of the same capabilities as a PLC/HMI and is a cost-effective alternative.
The MRI Hoseless Cable-Vac eliminates the hose.
The MRI Hoseless Cable-Vac™ Sludge Collector delivers all the benefits of suction sludge removal without the need for hoses.
Perfect for use in new or existing basins and with complete design flexibility, the patented system has four key components:
– Tandem header pipes with forward-facing tangential flow orifices optimize sludge removal and concentration
– Telescoping sludge conduit is self-priming and eliminates the need for hoses
– Shared-Reel Drive ensures reliable power without tensioning or extreme fleet angles, extending lifespan of the cable, pulley and bearing
– MRI’s signature control system designed and manufactured in-house to project requirements
Sludge collection products built on experience.
Meurer Research began developing high-quality equipment in
1978 to provide water and wastewater treatment facilities with effective, reliable and economical methods of removing sludge from sedimentation basins. Over the years, MRI has built upon these standards by incorporating new ideas and technology into the design and manufacture of its products. The MRI Hoseless
Cable-Vac™ Sludge Collector now has over 1,500 units of its current design (finalized in 2002) installed worldwide.
MRI’s patented Shared-Reel Drive assembly offers above-water position limit sensors and a powerful, low RPM gear reducer. A lightweight aluminum drive cover comes standard and an elevated drive stand can be offered for ease of maintenance.
PLC/HMI panels designed and built in-house to meet any specification need.
Flow Balancing Ring Designed around CFD analysis to ensure even flow distribution across all orifices from a collapsed to fully extended position.
Innovative tandem collectors maximize efficiency.
Unlike conventional equipment, MRI’s system has two collectors instead of one, with sludge collection orifices located on the side and facing forward, rather than pointing downward. This allows for enhanced, one-way directional sludge extraction as the assembly moves into the sludge. On the reverse stroke, suction ceases and water is pushed backward through the orifices ensuring they are free of debris for the next cycle. The orifices direct sludge into the collection pipe tangentially to prevent clogging, reduce system headloss, and remove more solids with less wasted water.
Side view of MRI Hoseless Cable-Vac shows the low profile design. This enables use under plate settlers or tube settlers where clearance can be limited or in open basins.
MRI offers flexibility for custom designs to fit all new and retrofit applications. Drive and sludge exit can be located at either end of a basin.

Conventional Sludge Collectors In conventional sludge collectors, the incoming flow enters at the bottom and continues upward, perpendicular to the internal flow, which is moving laterally toward the center outlet. This causes the two flows to collide at the orifices, disrupting the flow pattern and decreasing sludge removal.
MRI’s Exclusive Tandem Collectors With MRI’s tandem collection design, the incoming flow enters tangentially to the bottom of each collector, causing the internal flow to travel in a spiral toward the center outlet. As the spiraling flow passes each orifice it is re-energized by the incoming flow.
This creates a uniform, organized flow pattern that increases sludge removal and prevents clogging.

Unsurpassed MRI Hoseless Cable-Vac.
Shared-Reel Drive
The efficient cable drive design provides strength and durability. By combining the take-up and pay-out cables on one reel, the cable is kept in a single layer without tensioning.
Telescoping sludge pipe
Floor-hugging, the sludge pipe extends the full length of the basin, eliminating the need for hoses. It is completely self-priming and easy to install.
Non-clog orifices*
Virtually eliminates orifice blinding due to leaves and other large debris common in open basins.
Flow balancing ring
Designed for precision, the flow balancing ring* assures even flow control, front to back.
Tandem header pipes
Unequaled in performance, the tandem header pipes have two collectors instead of one, significantly increasing solids removal and sludge solids concentration.
Front scraper
Angled to grade sludge for even removal and cleaning of the final end of basin.

J. The plates shall be visible for inspection during operation. No troughs shall be required to be removed in order to view the plates.
K. Minimum clearance from bottom of plate to basin floor shall be no more than 6.8 feet. This should be considered a minimum sludge zone depth for cold and/or colored water residuals settling and compaction to keep solids below and out of the clarification zone.
L. The inclined settling plates shall be a full size, 24-gauge minimum, single piece of Type 304 stainless steel material. Each plate shall have a tubular top support structure, integral bent sides and bottom stiffening element manufactured of 24-gauge (0.0239” minimum) stainless steel.
Plates designed without an integral top tube shall be 22-gauge (0.0292” minimum). 26-gauge plates, FRP (fiberglass), textured, ribbed or corrugated sheets will not be accepted. Intermediate (center) stiffners or corner stiffeners that may interfere with sludge migration and will increase upflow velocity thus removing laminar conditions with a high Reynolds number indicating turbulent flow are not allowed.
M. The top plate deck shall provide a flat walking surface for access during operation and maintenance activities. Top decks with an uneven or pointed surface are a safety hazard and will not be allowed.
N. The plate pack frames shall be manufactured of rectangular or square tubing of adequate size and minimum thickness of 16-gauge stainless steel to meet the structural design criteria. Packs shall be self-supporting and shall not exceed the maximum allowable deflection limits under load conditions stipulated below.
O. The top of each plate shall be visible for inspection and cleaning. Flow control angles welded to the frame are not acceptable.
P. Include end and side baffles of minimum 16-gauge material bolted watertight to the cartridge frame with gaskets. Field applied liquid sealants are not acceptable as the primary method of sealing bolted connections anywhere within the plate settler system. Provide sufficient baffle freeboard at peak flow.

2.6 EFFLUENT COLLECTION TROUGHS
A. The effluent troughs shall be u-shaped and located to the side of the plate rows. Include flanged and bolted connections with gasketing at all trough connections. Troughs located over the plate settlers obstructing access to the tops of the plates will not be accepted.
B. Weirs shall meet the Ten States Standard for Water Works regulatory requirement of <20,000 gpd / linear foot of weir length or orifice circumference under peak flow conditions.
C. Effluent troughs and weirs shall be manufactured from minimum 16-gauge stainless steel. Fasten troughs on plate pack frames every 24-inches minimum with minimum 3/8” hardware and adequate bracing to support a water-filled trough while the basin is empty or an empty trough while the basin is full. Include gasketing to prevent short circuiting between clarified and unclarified water at the frame-to-trough connection.
D. Design troughs to support a water-filled trough while the basin is empty and associated uplift forces for basin full and trough empty conditions.
Include all brackets, trough supports, reinforcing sections, stiffeners, flanges and hardware.
E. The effluent weirs shall be of the flat crested rectangular design. Weirs shall be adjustable without loosening bolts or nuts. V-notch weirs and bolt-on weirs are not acceptable. Weirs that establish a water level greater than 2 inches above the plates at design flow are not allowed.
F. The specified number of effluent troughs shall be provided. Basins with an even number of plate settler cartridge rows shall have one trough per two rows to minimize installation cost and effluent wall penetrations. To ensure even distribution between inclined plates at all flow rates, multiple orifices across the width of each plate shall be used. Full width flow control angles are not a substitute for multiple orifices. V-notch weirs are not allowed without troughs on both sides of the plate cartridge such that flow travels no more than half the plate width to an effluent trough.
2.7 STRUCTURAL SUPPORT SYSTEM REQUIREMENTS
A. To ensure compatibility, the system supplier of the plate settlers shall provide stainless steel I-beams or wall brackets of 1/4” minimum material to support the plate settler packs.
B. Support frames and beams shall be adequately sized to carry the load of the plate settling system under both wet and dry conditions without exceeding a maximum deflection of L/360 of the span.
C. The packs shall be supported from below on stainless I-beams. C-channel or tube-shaped supports are not allowed.
