About this file

This is a technical proposal document submitted by Aqua Equip Technologies LLC (AET) for a Water Treatment Plant Sedimentation Basin Plate Settlers Project in Harrisonburg, Virginia. The proposal comprises two separate scope submissions: Proposal #2025-0194 for a hybrid tube settler system and Proposal #2025-0225 for chain and flight scraper systems. The tube settler proposal includes four basin installations (each 40 feet long by 27.41 feet wide) equipped with LS50 polypropylene tube settler modules with a design capacity of 3.80 MGD per basin, complete with stainless steel support structures, anti-floating beams, baffle walls, and effluent launders with adjustable V-notch weirs. The scraper proposal specifies four rectangular chain and flight sludge collection systems with 3-shaft configurations, including cross collector mechanisms, control panels, and monitoring systems for the same four basins. The proposals include freight to the Harrisonburg job site, supervision during installation (one trip with three days on-site for tube settlers and startup support for scrapers), design calculations, drawings, and operation and maintenance manuals. The tube settler proposal was valid for 60 days from November 7, 2025, with an estimated lead time of 4-6 weeks for submittals and 16 weeks for manufacturing. The scraper proposal, dated November 10, 2025, is valid for 45 days with a delivery timeframe of 22-24 weeks from order date and approved submittals.

AET's pricing structure excludes all federal, state, and municipal sales, use, or consumption taxes, which will be added to invoices as applicable. The tube settler proposal specifies a payment milestone schedule of 20 percent upon approved submittals, 30 percent after manufacturing before shipping, and 50 percent due 30 days after shipping. The scraper proposal's payment schedule was marked as "TBD" at the time of submission. Both proposals explicitly state that pricing does not include installation services, and all costs for payment and performance bonds, if required, are the responsibility of the client company. The manufacturer warrants products for two years (tube settlers) or one year (scrapers) from the date of shipment, covering defects in material and workmanship, with repair or replacement at the manufacturer's option. The proposals note that spare parts—including 10 feet of drive chain, 30 feet of collector chain, and multiple replacement flights and wear shoes for the scraper systems—are furnished separately. Field modifications, installation labor, performance warranties beyond material defects, concrete works, and disposal of delivered materials are explicitly excluded from the scope of supply.

SEDIMENTATION TANKS

DECANTADORES DE TUBO PARA

TANQUES DE SEDIMENTACIÓN

Inclined tube settlers are a state of the art technology in water and wastewater treatment. The technology is used in a vast variety of sedimentation processes.

REDUCED TANK SIZE

Settling tanks fitted with HEWiTUBE lamella settlers are significantly smaller when compared to conventional settling tanks considering the same performance parameters.

PROVEN TECHNOLOGY

The operating principle of lamella settlers is based on a reduced particle settling path. The related laws of sedimentation have been defined by Allan Hazen in 1904.

NUMEROUS APPLICATIONS

HEWiTUBE lamellas are utilized in various applications such as potable water treatment, industrial-rapid-settling, primary and/or secondary settling in WWTPs, stormwater treatment and others.

HAZENS LAW FOR SETTLING

The fundamental sedimentation laws were defined in 1904 by Allan Hazen.

The effective tank surface is the most important governing factor for settling performance.

This effective surface can be significantly increased with HEWiTUBE inclined settlers

ELRESTABLECIMIENTO

FUNCTIONAL ZONES OF A LAMELLA TANK

Allan Hazen, later President of the New England Water Works Association defined the laws of Sedimentation in 1904.

Lamella settlers are build in a variety of configurations.

Different functional zones can be identified in typical lamella settling tanks.

The Influent (1) flows into a buffer wall (2).

Energy gets dissipated in the inlet zone (3). From here the flow continues to the underflow section (4) where it is evenly distributed to the lamella tubes (5).

Particles collect on the lower lamella plane and collectively slide down due to the inclination.

Clarified water leaves the tube-settler on the upper side and is collected in a launder (6) that exits the tank wall and allows the clarified overflow to enter the collection channel (7).

The particle loaded sludge (8) collects on the tank floor and moves towards the sludge pump (9) with the help of a scraper system.

SELF SUPPORTING WITH LONGLIVETY

The modules are rigid and self-supporting. Thanks to the polypropylene material the modules will last decades.

VARIABLE MODULE SIZES

HEWiTUBE modules can be produced in almost any size to suit individual project requirements.

OPTIMIZED SEPARATION

The settling performance follows Hazen‘s law due to the equidistant settling planes. The settled sludge moves to the chevron center line and allows the individual particles to slide down in a dense particle flow.

PROPOSAL # 2025 – 0194 (HARRISONBURG WTP) PAGE 2 OF 11

Scope of supply

Tube settler media modules with H = 2.5ft

AET LLC will provide hybrid tube settler blocks type LS50 (45 mm channel spacing) in Polypropylene material and optional in stainless steel 304. The offered tube settler amount is for 4 basins total each with dimensions of 40 x 27.41ft (L x W). The offered material is Polypropylene for drinking water applications according to ANSI/NSF 61.

The tube settlers are designed for a flowrate of 2,640gpm (3.80 MGD) per basin. This results in a loading rate of 0.4gpm/sft or less in lieu with VA state regulations.

The tube settler media module block sizes will be less than 4ft in length and 4ft in width to allow easy handling by hand. All blocks will be color marked to ensure an easy assembly.

Support and anti-floating beams

Both supporting and anti-floating beams are made of stainless steel 304 and FRP for use in drinking water. Channel beams will be installed in the width of the tank as main beams and supporting rectangular tube beams will be placed on top. To avoid floating of the lamella clarifier modules they will be fixed with channel beams on top of the tube settler blocks.

All required anchors, bolts etc. are included.

Effluent launders and troughs

Each basin includes 3 effluent troughs made from stainless steel 304. The troughs include adjustable V-notch weirs, support beams, wall brackets and hardware in stainless steel 316. Each trough is designed for a flowrate of 1.27MGD resulting in a total flowrate of 3.80MGD per basin.

AET will provide hydraulic calculations and a CFD simulation showing that all effluent water can be safely discharged from the basins.

Baffle wall

The scope of supply also includes baffle walls. Baffle walls will be made of stainless steel 304 and FRP structural plates. Baffle walls will guide the incoming water flow below the tube settler packs and are structurally designed to provide enough strength for launders and baffle wall weight.

PART 3 - Work shown on the drawings and as specified is based on AET. If an alteration is needed to install the equipment layout by not using the design basis (AET), any associated cost for mechanical, electrical, conduit/controls and structural/ architectural work needed to incorporate that option shall be at the contractor’s expense and at no additional cost to the Owner. The proposed redesign shall be subject to review and approval of the Engineer and contractor prior to beginning work.

A. System Description

1. The supplier shall provide a Tube settler module system. The tube settler modules shall have tubular chevron-shaped sedimentation channels for enhanced particle sedimentation and sludge removal.

2. Tube settler modules shall be made of Polypropylene suitable for direct sunlight and UV radiation impact with Certification for application in potable water (NSF61 certificate).

3. The manufacturer shall provide pre-cut tube settler packs. Field trimming shall not be allowed.

4. The supplier shall provide an effluent trough system capable of safely conveying an influent flow of 3.80 MGD (2,640 gpm) per basin. The system shall be fully compatible with the existing concrete effluent troughs, integrate seamlessly into their configuration, and be designed to mitigate or compensate for potential backflow from the concrete troughs.

5. Manufacturer shall provide a new support structure and baffle walls. Manufacturer must provide a structural load calculation for the support structure stamped and signed by a professional engineer in VA.

B. Tube Settler Geometry:

Number of Basins 4 Length of tube settler basin (ft) 40ft Width of basin (ft) 27.41ft Height of tube settler modules (ft) 2.5ft Specific vertical projected surface (ft2/ft3) 3.3 ft2/ft3 Volume of tube settlers (ft3) per basin 2,741ft3

C. Media Geometry

1. Tube settler modules shall consist of form-locking profiles (i.e. tongue and groove type) and be thermal welded to modules. Gluing is not accepted.

2. The channels must have parallel upper and lower sides. (Equidistant lamellas). Round, rhomboid and other not parallel settling areas are not accepted as equal.

3. Tube settler shall be inclined by 60° and shall be chevron-shaped to guide the settled sludge towards the center line of the settling plane.

4. Individual channels shall not end at vertical sides of a module and be continued by another module. Modules shall have inclined side faces at the same angle as the tubes to ensure straight channels without interruption. Modules shall have a minimum weight of 2.5 lb./cft. (40 kg/m3).

5. Tube settlers shall be precut in the manufacturers facility prior to shipping. No field trimming shall be necessary.

D. Tube Settler Support- and Anti-Floatation Structure

1. The support and anti-floating system for the tube settlers and baffles shall be manufactured entirely of Type 304 stainless steel or NSF61 approved FRP shapes. Said shapes shall integrate the functions of supporting tube settlers and baffles. The support system shall be designed and provided by the tube settler supplier. Grating on top of the tube settlers shall not be allowed to avoid clogging. In total not more than 5% of the tube settler module channels shall be blocked by the supporting and anti-floating system.

2. The support beams shall span over the entire basin width of 27.41ft and be supported in the center (at 13.7ft from each basin concrete wall) by stainless steel 304 upright columns. The upright columns must be mounted to the top of the center concrete ridge which also functions as a divider wall for the chain & flight scraper mechanisms.

3. Along the concrete ridge divider wall, the Contractor shall cast-in-place concrete pedestals (7 in. × 7 in.) to support the base plates of the stainless steel 304 upright columns. Refer to the drawings for additional details.

4. The support structures shall be designed to support 200 lbs. per linear foot, or a concentrated load of 300 lbs. placed anywhere on the structure. The maximum deflection of the structure under full live load shall be maximum 0.5% of the beam span.

5. The support structure shall not interfere with the operation of the sludge removal system and can therefore not include any stanchions or other fixtures on the bottom of the basin.

6. Protective surface grating on the top of the tube settlers shall not be allowed.

7. To protect the tube settler modules from floating or shifting during operation manufacturer needs to provide a hold-down system.

3. Baffle walls need to support their own weight, weight of the support system and weight of tube settlers. Manufacturer needs to provide a structural analysis of the baffle wall system.

F. Effluent Launders

1. The clear water above the tube settlers is collected by four (4) effluent launders per basin in length. Each launder is approximately 40 ft long and is designed for a flow of 659.72 gpm, for a total of

3.80 MGD (2,640 gpm) per basin.

2. The channel shaped launders are equipped with an adjustable V-notch overflow weir which ensures even water effluent. The effluent launders have to be hydraulically calculated by the manufacturer and provided to the engineer for approval. Material of effluent launders is Type 304 stainless steel or NSF approved FRP.

3. The manufacturer also must provide wall attachment to fix the effluent launders to the tank walls. To avoid corrosion all holes for launder attachment have to be CNC drilled and sealed in the manufacturer’s shop prior to delivery. All welds must be robotically welded and attachment plates have to be laser cut to ensure accuracy of the end product. Manufacturer must be located in the US with at least 5 years of experience in the water industry.
