About this opportunity

The City of Bend, Oregon, invites sealed bids for water meter hardware and related equipment for use within its municipal water system through Solicitation No. 26-3562. The procurement encompasses double check valve assemblies (DCVA), hoops, meter adapters, water meters in multiple sizes (5/8" standard, 1" standard, and 5/8" short body), fire hydrant meters, compression couplings, and wrenches. All water meters must be constructed of noncorrosive material utilizing electromagnetic or ultrasonic measurement systems, meet federal low lead requirements, comply with American Water Works Standards C-700, C-710, and C-715-18 and NSF/ANSI Standard 61 Annex F-G, operate at maximum working pressures of 175 psi with 98.5% accuracy, feature factory-constructed NICOR ends, and provide 15-year guaranteed battery life with 5-year pro-rated coverage. Specific technical requirements include lay lengths and pressure loss specifications tailored to each meter size, with full compatibility required with ACLARA MTU equipment. Sealed bids are due June 3, 2026, at 2:00 p.m., submitted electronically through the City of Bend's eProcurement Portal, with anticipated City Council award on July 15, 2026, and notice to proceed following award. Bidders must submit manufacturer technical literature, descriptive information, complete warranty details, and certifications of compliance with all applicable City, State, and Federal regulations. The City reserves the right to award to multiple bidders by item, category, or entire schedule based on its determination of public interest, and award will be made to the lowest responsible bidder with consideration given to domestic approved equal products if requests for approval are submitted at least seven days prior to the bid deadline.

All bid prices must be F.O.B. destination, including packing, transportation, storage, and delivery costs to the City of Bend Public Works Boyd Acres Facility in Bend, Oregon, with estimated quantities provided for bid comparison purposes only and final payment based on actual quantities furnished and accepted. The City prefers order fulfillment within 45 calendar days with a maximum of 60 calendar days after purchase order receipt unless otherwise approved by the project manager. Bidders must comply with civil rights statutes, the Americans with Disabilities Act, Oregon Workers' Compensation Law, and the City's non-discrimination policy, and must certify that their bid is genuine and not collusive and that they have no conflicts of interest with City officials or employees. Bidders must also certify whether they qualify as "Resident Bidders" under ORS 279A.120. No incumbent vendors, set-asides for disadvantaged enterprises, or specific budget ranges are identified in the procurement documents. Contracts will be issued as purchase orders incorporating the bid response and applicable City of Bend Purchase Order Terms and Conditions, with an option for the City to purchase additional quantities at the bid price for an additional 180 days after the initial purchase order if mutually agreed upon. Payment is normally made within 30 days following delivery or invoice receipt, whichever is later, and all contracts are governed by Oregon law with jurisdiction vested in Deschutes County Circuit Court or the federal District Court for Oregon.
