About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, procuring on behalf of the Kentucky Department of Military Affairs, issued RFB 758 2600000679 for water and wastewater operations, maintenance, and monitoring services at Bluegrass Station in Lexington, Kentucky, with a bid due date of August 26, 2026 — however, this solicitation was cancelled for convenience on August 26, 2026 at 12:00 p.m. via Solicitation Modification #3, and no awards were made.

Prior to cancellation, the scope encompassed operations and maintenance of one wastewater treatment facility (maximum 100,000 gallons per day, average 20,000 gallons per day), seven lift stations, approximately 16 miles of sewer collection line, approximately 8 miles of force main sewer line, and approximately 21 miles of stormwater collection line. The contractor was required to maintain one on-site wastewater operator working a minimum of five days per week, holding Kentucky Class II Wastewater Operator certification and Class II Collection System Operator certification. Services included operations and compliance support on a monthly fixed-price basis, laboratory testing on a reimbursable cost basis, residuals handling and disposal at per-load pricing, corrective and preventive maintenance labor, electrical services labor, instrumentation and controls labor, emergency response labor with 24/7 capability and one- to two-hour response times, water meter testing for 5/8"–1", 2", and 3" meters, and materials and replacement parts at actual cost with no markup unless authorized.

The initial contract term was one year from award with four optional one-year renewal periods. Evaluation was to be conducted on a best-value basis with 90 points for price (lowest bidder receives maximum points) and 10 points for experience operating similar facilities. Kentucky resident bidders received reciprocal preference; Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities received preference percentages of 20 and 15 percent respectively. Bidders were required to maintain Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Professional Liability ($1,000,000 per claim) insurance. All responses were to be submitted electronically through the Commonwealth eProcurement system.
