About this opportunity
The Maryland Department of Health, Women, Infants, and Children (WIC) Program is requesting bids on 6,500 packs of washable nursing pads (3,250 packs natural-colored, 3,250 packs white) under IFB BPM059383, with bids due November 6, 2026 at 2:00 PM and questions due October 26, 2026 at 2:00 PM. This procurement is reserved for vendors certified as small businesses by the Governor's Office of Small, Minority & Women Business Affairs — eligibility is limited to certified small-business entities.
Each pad must measure at least 4 inches in diameter and 1/8 inch thick, constructed from 100% hypoallergenic cotton flannel in four layers without fillers. Pads must be machine washable, retain shape after laundering with minimal shrinkage or stretching, absorb at least 20 milliliters of liquid before and after laundering, include milk-resistant backing, and wick moisture while preventing leakage. Packaging requires four pads per nonsealable packet with company name, manufacturer, fiber content, country of origin, and laundering instructions in English and Spanish or universally recognized laundry care symbols. Delivery must be completed by December 11, 2026 in no more than two shipments to the Maryland WIC Distribution Center in Hagerstown, Maryland.
The total bid cost may not exceed $30,000 all-inclusive of product, shipping, and delivery; no sales tax applies. Shipments of 10 cartons and 200 pounds or less must be shipped via FedEx or UPS Ground; larger orders must be palletized per specifications with a maximum pallet weight of 2,000 pounds and carton weight of 40 pounds. Freight terms are FOB destination, pre-paid by vendor. Bidders must submit one sample packet demonstrating full compliance; failure to include a sample renders the bid non-responsive. Contract award will be made to the responsible bidder submitting the lowest responsive bid following technical acceptability evaluation. The contractor must provide weekly written status updates and immediate notification of delivery delays or supply chain disruptions. Bidders must be registered with the Maryland Department of Assessments and Taxation and submit a current, signed W-9 form with their bid.
