About this opportunity

Red Clay Consolidated School District is soliciting sealed bids under Invitation to Bid Contract No. 2-27-13 for the complete roof replacement of Warner Elementary School in New Castle County, Delaware. A mandatory pre-bid meeting is set for November 12, 2026 at 10:00 a.m. at Stanton Middle School, and sealed bids are due December 9, 2026 at 2:00 p.m. Attendance at the pre-bid meeting is a prerequisite for bidding.

Award will not be made to any vendor lacking a valid Delaware Business License at contract execution. Bidders must verify they are not on the prevailing wage debarment list, which names seven contractors and associated individuals barred from Delaware public construction for three years. Minority, disadvantaged, women-owned, and veteran-owned business enterprises "will be afforded full opportunity to submit bids," but no set-aside or preference applies.

Scope includes complete tear-off to the structural deck; tapered and flat insulation with protection board; a fully adhered EPDM single-ply membrane and asphalt shingle systems; and sheet metal flashings, roof curbs, metal copings, retrofit drains, scuppers, expansion joints, pipe penetrations, and new and refurbished access ladders. Unit prices apply to replacement of unsuitable wood substrate, sheathing, and perimeter blocking. The contract sum includes a $50,000 allowance.

The project is subject to Delaware prevailing wage requirements under 29 Del. C. § 6960, with roofing rates effective March 13, 2026. Composition roofers earn $36.41 per hour in New Castle County, and shingle roofers earn $24.68. Contractors must comply with mandatory drug testing, craft training, and subcontractor listing requirements. Bids must include completed subcontractor lists, drug testing program affidavits, contractor qualification affidavits, and non-collusion statements. The agreement uses AIA Document A101-2017.

Bid security equals 10 percent of the bid amount plus all additive alternates. The successful bidder must post performance and payment bonds each equal to 100 percent of the contract price. The contract will be awarded to the lowest responsive and responsible bidder within 60 days of bid opening, and the owner reserves the right to reject any or all bids.

Contract documents cost $60.00 per set (non-refundable) from RCI Printing & Graphics and are available on the pre-bid meeting day. Because the plans are exempt from public website posting for public safety reasons, qualified vendors may also obtain them through an acknowledgement of receipt from BSA+A at 954 Justison Street, Wilmington, at 302.658.9300. Marcin Michalski, Director of Facilities, manages the contract and receives bids at 1798 Limestone Road, Wilmington.
