About this opportunity

The Oregon Department of Transportation (ODOT) is seeking a qualified contractor for a five-year Price Agreement to procure and deliver cinder rock sanding material for maintenance purposes. The procurement specifically requires the delivery of 8,000 cubic yards of cinders to the Warm Springs Maintenance yard in Maupin, Oregon, and an additional 2,000 cubic yards to a sand shed on Highway 26, with annual delivery required by October 1st. Bidders must have a minimum of three years of experience providing similar goods and services, and must submit references demonstrating their qualifications. The contract will be awarded to the lowest responsible bidder, with potential preferences given to Oregon-produced goods and services. Key evaluation criteria include compliance with material gradation specifications, which require cinders to meet precise particle size requirements ranging from 3/4" to No. 100 sieve. The bid submission deadline is July 16, 2025, and bids must be submitted electronically through the OregonBuys eProcurement system. The project manager, Shane Johnson, can be contacted at 541-296-6219 for any questions related to the procurement.

The procurement opportunity includes several set-aside and preference provisions that may benefit certain types of vendors. There are "Buy Oregon" preferences that can provide a 5% evaluation preference for goods and services fabricated or processed entirely in Oregon. Bidders with 50 or more full-time employees must comply with pay equity requirements, and there are potential reciprocal preference adjustments for out-of-state bidders. While no specific incumbent vendor is mentioned, the contract includes provisions for potential annual unit price adjustments based on the Consumer Price Index for the Pacific division. The procurement does not appear to have specific set-aside designations for disadvantaged enterprises, though standard non-discrimination provisions are included. Although the total contract value is not explicitly stated, the annual material requirement of 10,000 cubic yards suggests a significant ongoing procurement need. The contract is structured as a non-exclusive agreement, with ODOT reserving the right to contract for similar services outside this Price Agreement and to terminate the contract with 30 days' notice.
