About this opportunity
The St. Louis Public Schools Board of Education is soliciting electronic bids through a Request for Proposals for comprehensive demolition and site restoration services at the Walnut Park School site located at 5814 Thekla Avenue in St. Louis, Missouri. The scope of work encompasses the complete razing of two structures—a main building constructed in 1909 (approximately 57,281 square feet) and a gym addition constructed in 1976 (approximately 8,500 square feet)—along with removal of all building contents, foundations, slabs, footings, below-grade structures, and surface improvements. Prior to demolition, the selected contractor must remove asbestos-containing materials from the gym addition's flooring, mastic, window systems, and door caulk, as well as EPA RCRA-regulated hazardous materials including 80 lighting fixtures, 30 hydraulic door closures, and six water fountains and HVAC systems containing CFCs or Freon. All work must comply with EPA NESHAP regulations, Missouri asbestos regulations, and the City of St. Louis Asbestos Ordinance, with dust and emissions control through continuous suppression and wet methods, site protection for adjacent buildings and utilities, and strict adherence to work hours of 6:30 AM to dusk with a target duration of 30 working days. Qualified bidders must submit company qualifications, similar project history, safety records, City of St. Louis demolition contractor certification, disclosure of violations and lawsuits from the prior three years, proposed schedules, equipment lists, key personnel, and detailed plans for permitting, waste disposal, dust control, and traffic control. A virtual pre-bid meeting is scheduled for April 10, 2026 at 10:30 AM CDT via Microsoft Teams, with written questions due by April 30, 2026 at 12:00 Noon CDT and proposals due May 8, 2026 at 12:00 Noon CDT through the Euna Procurement portal; all proposals must be accompanied by a 5% bid bond or certified check payable to the Board of Education, valid for 120 days following the proposal deadline. The District will evaluate proposals using weighted evaluation criteria and may identify a short list of bidders for interviews or presentations before making a final award recommendation to the Board of Education.
The District has established a 25% Minority Business Enterprise (MBE) and 5% Women's Business Enterprise (WBE) participation goal, with MBE and WBE firms required to be certified by the Missouri Division of Purchasing and Material Management or the City of St. Louis Disadvantaged Business Enterprise Program. All bidders must comply with federal work authorization requirements by executing an E-Verify Agreement and Federal Work Authorization Program Affidavit, both notarized, demonstrating active enrollment in the E-Verify work authorization program prior to or concurrent with contract execution. Additionally, bidders must complete and submit the No Israel Boycott Certification Form as required by Missouri Government Code SCS/SB 739, the Anti-Discrimination against Israel Act, with this requirement applying unless the contract value is below $100,000 or the contractor has fewer than 10 employees. All vendors must complete W-9 and vendor registration forms through the SLPS website at https://www.slps.org/Page/1131 prior to bid submission. The selected contractor must maintain Commercial General Liability insurance of $3,000,000 per occurrence/$1,000,000 per person, Workers Compensation per Missouri statute, Automobile Liability of $3,000,000 per occurrence/$1,000,000 per person, and Professional Liability of $1,000,000 per claim, and must comply with prevailing wage requirements with weekly payroll sheets and monthly invoices. The District prefers firms based in the bi-state St. Louis metropolitan area when other considerations are equal, and no specific budget range or award value is disclosed in the procurement documents; the base bid contract includes two allowances totaling $70,000 ($50,000 for unforeseen RCRA-regulated items and $20,000 for lab packing of chemicals) in addition to costs for demolition permits, agency notifications, environmental filings, and waste disposal.
