About this file

This is a No Israel Boycott Certification Form required by the State of Missouri for the St. Louis Public Schools' "Walnut Park" Demolition Existing Structures and Site Restoration project. The certification form implements Missouri Government Code SCS/SB 739, the "Anti-Discrimination against Israel Act," which mandates that Missouri governmental entities obtain written verification from contractors confirming they do not boycott Israel and will not engage in such boycotts during the contract term. The form requires authorized company officials to sign and date the certification, affirming that both the firm and its principals comply with the non-boycott requirements. The certification is effective as of July 13, 2020, and applies to all contracts regardless of scope or duration.

The certification requirement applies to the Walnut Park project, which involves comprehensive demolition and site restoration services at a former school site, including structural demolition, foundation removal, debris disposal, and site restoration to safe and properly graded conditions. The Act exempts contracts with a total potential value below $100,000 or contractors with fewer than 10 employees from the boycott certification requirement. Any contract that fails to include the required certification is considered void against public policy. Vendors responding to the St. Louis Public Schools solicitation must complete and submit the fillable certification form as part of their bid package to be eligible for contract award.
