About this file
This is a Scope of Work document for the St. Louis Public Schools (SLPS) Board of Education outlining comprehensive demolition and site restoration services for the Walnut Park School located at 5814 Thekla Avenue, St. Louis, Missouri. The project encompasses the complete razing of buildings and structures constructed in 1909 (main building, approximately 57,281 square feet) and 1976 (gym addition, approximately 8,500 square feet), including removal of all building contents, foundations, slabs, footings, below-grade structures, and surface improvements. Prior to demolition, contractors must remove asbestos-containing materials (ACMs) from flooring and mastic in the gym addition (8,500 square feet), all window systems, and all door caulk in the gym addition, as well as USEPA RCRA-regulated hazardous materials including 80 lighting fixtures, 30 hydraulic door closures, and six water fountains and HVAC systems containing CFCs or Freon from the gym addition. The original school building is structurally unsound with imminent collapse risk, requiring all demolition debris to be handled as friable ACM waste and prohibiting traditional abatement procedures. The project includes selective salvage coordination with SLPS for historical monuments, time capsules, brick, and hardwood floors where applicable. All work must comply with USEPA NESHAP regulations, Missouri asbestos regulations, and the City of St. Louis Asbestos Ordinance, with an MDNR-licensed HazMat consultant on-site daily for compliance monitoring and third-party air monitoring.
The base bid contract includes two allowances: $50,000 for unforeseen RCRA-regulated items within the original school building and $20,000 for lab packing of household, office, and boiler chemicals. Contractors are responsible for obtaining and paying for all required demolition permits, agency notifications, environmental filings, air quality notifications, street and traffic permits, hauling permits, and disposal approvals. The scope requires dust and emissions control through continuous suppression and wet methods, site protection for adjacent buildings and utilities, temporary construction fencing with controlled access, portable sanitation facilities, on-site supervisor presence, weekly safety meetings, worker identification requirements, traffic control with shaker plates at exits, approved truck routes, utility coordination with written clearance before demolition, and strict adherence to work hours of 6:30 AM to dusk with a target duration of 30 working days per site. Bidders must submit company qualifications, similar project history, safety records, City of St. Louis demolition contractor certification, disclosure of violations and lawsuits from the prior three years, proposed schedules, equipment lists, key personnel, and detailed plans for permitting, waste disposal, dust control, and traffic control. Closeout deliverables include permit copies, disposal receipts and manifests, safety reports, progress logs, and final completion certification.
