About this opportunity

Broward County, Florida is soliciting bids for walk-through metal detector preventive maintenance and repair services under an open-end contract, with responses due November 3, 2026 through the BPRO electronic portal. The Office of Economic and Small Business Development applies procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE) in non-reserved solicitations and those without assigned CBE goals. A responsive, responsible certified SBE or CBE bid within ten percent of the lowest responsive bid from a non-certified vendor may be offered the opportunity to match that price and receive award recommendation. Certification must be valid at the solicitation due date.

The Facilities Management Division and other Broward County agencies may order preventive maintenance, repair services, and related products. The contract guarantees no minimum quantity, and no work proceeds without a written purchase order. A $10,000 pass-through allowance covers undefined parts and materials with no markup. The vendor must self-perform at least 100 percent of the total contract price, without subcontracting or outsourcing.

The initial term runs two years from award or from the July 15, 2027 expiration of the current contract, whichever is later. The Director of Purchasing may renew for three one-year periods, subject to vendor acceptance and satisfactory performance. Award goes to the lowest responsive, responsible bidder on total bid price. No price increases are permitted during the initial term. Renewal increases require at least ninety days' notice with supporting documentation and are limited to the difference between current and prior-year Consumer Price Index or Producer Price Index, unless the Director approves otherwise.

Required submittals include an anti-human trafficking affidavit, a litigation history disclosure covering the preceding three years, and a subcontractor form due with the bid or within three business days of request. Non-compliance may render a vendor nonresponsive. Contractor personnel require county-issued badges and Level 1 Florida Department of Law Enforcement background checks at contractor expense, with badge requests submitted at least two weeks before service begins. Facilities designated critical to security require fingerprint-based Criminal Justice Information System checks. The Cone of Silence applies from advertisement until award.
