About this opportunity
The State of Hawaii Department of Accounting and General Services, Central Services Division is soliciting bids through an Invitation for Bid (IFB) for the installation of perimeter chain link fencing and gate at the Waianae Japanese Cemetery located in Honolulu County, Waipio Acres CDP. The procurement requires the installation of six-foot-high commercial-grade galvanized steel chain link fencing with a two-inch diamond mesh pattern and nine to fourteen inch barbed or razor wire extensions around the cemetery perimeter, including the pathway from Waianae Valley Road, along with a double-leaf swing gate with reinforced steel tubing and heavy-duty hardware at the sidewalk entrance on Waianae Valley Road. Technical specifications mandate Schedule 40 steel line posts spaced ten feet apart with concrete footings at minimum thirty-inch depth, galvanized ties at twelve-inch intervals, and full compliance with ASTM F567 and local building codes. Successful contractors must hold a valid State of Hawaii Contractors Specialty Contractors C-32 Fencing license at the time of award and possess a minimum of two years of immediately preceding experience, a permanent office and service facility on the island of Oahu, and current business and tax licenses. The State will award the contract to the lowest responsive and responsible offeror based on a single lump-sum bid price encompassing all labor, equipment, materials, applicable taxes including Hawaii General Excise Tax, and all other expenses necessary for complete project delivery. Work must be performed between 7:30 a.m. and 4:30 p.m., Monday through Friday, excluding weekends and State holidays, with work completion guaranteed by a one-year warranty against defects in materials, equipment, or workmanship. The bid due date is April 8, 2026, with a posted date of March 20, 2026; prospective offerors are required to visit the project site prior to submission and submit written questions by dates specified in the Hawaii Electronic Procurement System (HIePRO), with a pre-bid conference to be held as posted in HIePRO.
No set-aside designations or disadvantaged enterprise restrictions are specified in the procurement documents, and no incumbent contractor or current vendor information is identified. Bidders must comply with Hawaii Revised Statutes Chapter 103D procurement regulations, including tax clearance requirements verified through Hawaii Compliance Express (HCE), and must demonstrate workers' compensation, unemployment insurance, temporary disability insurance, and prepaid health care compliance. The successful contractor must provide a Certificate of Insurance demonstrating Commercial General Liability coverage of one million dollars combined single limit per occurrence and two million dollars aggregate per occurrence, as well as Automobile Liability Insurance of one million dollars combined single limit per occurrence, prior to issuance of the Notice to Proceed. Liquidated damages are fixed at one hundred dollars per calendar day for contractor delays beyond the required completion date, and all work is subject to inspection and approval by Contract Administrator Dion Yasui, Cemetery Manager, reachable at (808) 970-1801 or dion.k.yasui@hawaii.gov. The specific budget or award value is not disclosed in the solicitation documents; however, the wage certificate indicates compliance requirements applicable to contracts exceeding twenty-five thousand dollars. All required forms, including Offer Forms A and B, active State contractor license, Wage Certificate, and W-9 form, must be submitted electronically through HIePRO.
