About this opportunity
The City of Conroe, Texas, located in Harris County, is issuing a Request for Proposal (RFP) for a comprehensive VoIP Telephony System to replace its existing Mitel premise-based telephone infrastructure. The procurement seeks a fully managed cloud telephony solution leveraging either Operator Connect or Direct Routing as a Service with Microsoft Teams Phone integration to serve 40 municipal locations. Deliverables include 350 Teams Phone users with corresponding desk phones, 300 common area phones, 72 auto attendants, 77 call queues, integration of four existing paging systems, advanced call recording with unlimited retention compliant with CJIS and HIPAA standards, SMS capabilities for nine departments, e-fax services, hardware procurement (350 Teams-certified desk phones, 300 common area phones, expansion modules, and ATAs), comprehensive infrastructure deployment with geo-redundancy and 99.99% uptime SLA, porting of approximately 1,500 DIDs plus parked numbers, staged migration across 6-8 events with Mitel coexistence at all 40 locations without disruption to mission-critical services, and 24/7 managed support services including break/fix and moves/adds/changes. Required qualifications include SOC 2 Type II or ISO 27001 certification, compliance with end-to-end encryption and Azure AD integration, U.S.-based data center storage, DDoS protection, worker's compensation insurance, $1,000,000 public liability coverage for bodily injury and property damage, and $200,000 automobile liability per person. Vendors must submit proposals by May 21, 2026, at 2:00 p.m., with technical questions due by May 15, 2026, at 2:00 p.m. Proposals must include completed vendor compliance matrices, two years of financial statements, client references preferably from similar government entities, five-year technical roadmaps, detailed support and maintenance descriptions, and acknowledgment of all terms and conditions. All prices must remain firm for 120 days from the RFP closing date, and pricing must include comprehensive cost breakdowns across hardware, software licensing, installation, maintenance, documentation, training, and project management categories.
The RFP does not identify specific set-asides for disadvantaged enterprises or minority-owned businesses, though vendors must comply with all Texas Government Code requirements including labor standards and Buy Texas affirmations. The City's existing infrastructure includes Mitel servers currently deployed at five locations, Consolidated Communications SIP trunks, 146 total trunks supporting approximately 1,500 DIDs, 1GB internet connectivity, Exacom call recording software, and approximately 1,033 named devices distributed across 40 locations. Vendors may bid on one or both of the two primary categories: Install & Migration (116 requirements) or Support Services (91 requirements), though comprehensive proposals addressing both categories are encouraged. The anticipated contract duration is one year with four consecutive one-year renewal options at the City's discretion, with any price increases negotiated solely by the City at renewal periods. While a specific budget or award value range is not explicitly stated in the RFP documentation, the comprehensive five-year cost summary requirement across hardware, software licensing, installation, maintenance, documentation, training, and project management suggests a substantial municipal procurement. The City reserves the right to negotiate with the highest-ranked offeror and proceed sequentially through ranked proposals if negotiations fail, with no obligation to award any contract.
