About this opportunity
Santa Clara County is conducting a Request for Proposal (RFP) seeking qualified vendors to provide comprehensive vocational and programmatic support for youth and young adults within the County's Secure Youth Treatment Facility (SYTF) Probation program. The procurement is specifically targeting community-based and nonprofit organizations with 501(c)(3) tax-exempt status to deliver three distinct service categories: Vocational Pathways, Facilitators, and Enrichment focused on creativity and entrepreneurship. Vendors must register on Biddingo (https://biddingousa.com/santaclaracounty) to participate, with all questions and communication channeled through this platform. The County intends to award a contract with an initial one-year term and potential for four additional one-year renewals. Proposal submissions are due by October 17, 2025, with all updates and changes to be communicated via addendums posted on the Biddingo platform. The primary objectives include developing vocational skills, providing life skills training, and offering enrichment programs for youth committed to the juvenile probation system.
The RFP allows organizations to apply for one or all three service categories, with no specific set-aside designations mentioned for disadvantaged enterprises. The procurement appears open to a broad range of nonprofit and community-based organizations that can demonstrate expertise in youth development, vocational training, and program facilitation. While specific budget ranges are not disclosed, the multi-year contract structure suggests a potentially significant ongoing investment in youth rehabilitation and skill development services. The County reserves the right to make single or multiple awards, indicating flexibility in vendor selection and potential contract allocation. Interested organizations must carefully review the full RFP documentation on Biddingo and ensure compliance with all submission requirements, including demonstrating tax-exempt status and the capability to effectively serve youth in the Secure Youth Treatment Facility program.
