About this opportunity

The University of South Dakota's Center for the Prevention of Child Maltreatment is seeking a professional video production service to create a comprehensive instructional video for the Child and Adult Advocacy Studies team (CAASt). The project requires producing a 5-6 hour video to be integrated into the LearnDash platform training library, with the video broken into 5 sessions and incorporating on-camera talent, images, motion graphics, text, and 2-3 interactive experiences. The selected vendor will be responsible for script development, filming, video editing, animation, interactive component creation, and closed captioning. Proposals are due by August 9, 2023, with an anticipated award decision and contract negotiation scheduled for August 16, 2023. The contract will commence upon execution and must be completed by October 31, 2023. Offerors must demonstrate relevant past experience and qualifications, and the State reserves the right to negotiate scope and compensation with the highest-ranked proposer. Potential bidders are required to submit detailed cost proposals covering all aspects of video production and must email inquiries to Chris Phillips at chris.phillips@usd.edu with the subject line "RFP #USD 07192023" prior to the submission deadline.

The Request for Proposal does not specify explicit set-aside designations or restrictions on bidding organizations. The video production will take place in the southeastern region of South Dakota, with filming location flexibility as long as it accommodates the on-camera talent. While no specific budget range is explicitly stated, the proposal requires comprehensive pricing for the entire video production process, including filming, editing, interactive components, and closed captioning. The project does not cover travel expenses for CAASt trainers, but any travel costs for the selected company's staff must be included in the overall budget proposal. The final video must be compatible with the Center's existing LearnDash platform, though the selected vendor will not be responsible for platform management. The State maintains significant discretion in the selection process, with the ability to negotiate terms and potentially select an offeror based on qualifications, experience, and proposed approach to meeting the project's complex video production requirements.
