About this file

This document is a Response to Offeror's Questions related to a Request for Proposal (RFP) issued by the University of South Dakota's Center for the Prevention of Child Maltreatment (CPCM) for the creation of an instructional video for their Child and Adult Advocacy Studies team (CAASt). The video is expected to be 5-6 hours long, broken into 5 sessions, and include a mixture of on-camera talent, images/motion graphics, text, and 2-3 interactive experiences embedded throughout. The CAASt team is willing to work with the selected company on the filming location, which does not necessarily have to be at the University of South Dakota, as long as it is in the southeastern region of the state where the majority of the on-camera talent resides. The final product must be completed and payment issued by October 31, 2023.

The RFP budget does not need to cover travel expenses for the CAASt trainers, but any travel required for the selected company's staff would be part of the overall budget. The selected company will be responsible for filming, editing, and developing any interactive components, but will not be managing the LearnDash platform where the final video will be integrated. The CAASt team has provided example training modules that share components of what they are looking for, and a high-level outline of the topics to be covered in the video.

Questions for CAASt Video RFP

1. Is filming required to be on-location at University of South Dakota or close vicinity or can these be filmed at another location in another state?

The filming is not required to be completed at the University of South Dakota nor is it necessarily required to be done nearby; however, most of the identified on-camera talent (CAASt trainers) are from the southeastern South Dakota region. Given this, for ease of filming and scheduling it may be ideal to film in this area, but the CAASt team is willing to work with the selected company to make this determination based on required accommodations and desired final product. The CAASt team is willing to travel, but this will be depending on scheduling and availability.

2. Are the CAASt trainers able to travel to another location (by air or by car) for recording? Is that cost separate from or included in the contract rate?

The videos do not need to be filmed at the University of South Dakota; however, a majority of the identified on-camera talent (CAASt trainers) are individuals that live in the southeastern region of South Dakota. The trainers may be willing to travel; however, it will depend on scheduling and availability given the short timeline. The CAASt team is willing to work with the selected company to determine how this will work best, but it may be ideal if the company is willing to travel to the southeastern region of South Dakota for the on-camera talent filming portions of the project. If the CAASt trainers did travel/fly, the CAASt team would cover these expenses and they would not be a part of the RFP budget amount. If the company requires travel expenses for their own staff to come to South Dakota, this expense would be part of the overall RFP budget.

3. Regarding Scope of Work 3.5, is there a target or approximate estimate for how many interactive experiences are to be created/developed in each segment?

We are anticipating 2-3 interactive experiences embedded throughout the 5-6 hour video.

4. Regarding Scope of Work 3.5, is setup and configuration of the interactive portions of the video(s) in the learning platform part of this RFP?

Tailoring the final video product to either include interactive components (using software such as Vimeo Interactive or something similar) or be suitable for interactive components in Learn Dash is required. If some of the decided components are, for example, assessment questions built into the final LearnDash platform, the responding agency does not need to build the assessment questions in the LearnDash platform itself but would need to ensure the video appropriately leads up to the participant answering these questions. Or, for instance, if Vimeo Interactive is utilized to add in a “branching” component into the video, then the company would need to assist in developing video for both branching options depending on the option the learner selects. The CAASt team has ideas for interactive experiences we would like included, but would want to work with the selected company to bring these ideas to fruition.

5. Are there existing videos that can be used as an example of the desired deliverable?

A few training modules are listed below that share components of what we might be looking for in this video training module.

https://sdcpcm.com/reporting/recognizing-reporting-child-maltreatment/ https://www.traumascreentime.org/ https://vimeo.com/features/interactive-video?vcid=41110

6. When you refer to "back-end video editing" (7.0 Cost Proposal), is this referencing video files prepared for use with the Vimeo/LearnDash integration?

Primarily this encompasses any back-end editing to ensure the final video product flows well, includes text in areas as needed, transitions between motion images, text, on-camera talent, etc. This may include simple animation or graphics to help explain the script of the video in a visual way (charts, images, diagrams, etc.). Vimeo videos will work in the LearnDash platform, so this section of the proposal would include any of this back-end editing to achieve a final product, and then breaking the video into the five separate sessions and transferring the video over to the CAASt team so we can integrate into our LearnDash platform.

7. How many interactive elements do you anticipate?

We are anticipating 2-3 interactive experiences embedded throughout the 5-6 hour video.

8. Will the selected firm also be managing the LearnDash?

No, the LearnDash platform is already built as a Training Library on the Center for the Prevention of Child Maltreatment website as seen here: https://sdcpcm.com/resources/training-library/ The selected firm would only be responsible for the filming and editing of the video and development of any interactive components/animation/motion graphics. The final product would be turned over to the CPCM team to be implemented and managed by the CPCM team in their Training Library.

9. Can the past transcript be provided?

The script is currently being edited and reviewed, so it is not in a place to be shared; however, generally speaking the topics that will be covered include the following. A final script will be shared with the awarded vendor.

· Child Well-Being in South Dakota

· Know the risk and protective factors for child maltreatment and identify high-risk populations

· Understand the barriers to help-seeking for victimized children

· Understand characteristics that increase risk of and protection against suicide as well as warning signs of imminent harm

· Child Development & Stress

· Understand how stress effects brain development

· Recognize and understand the physical and mental health effects of violence, neglect, and abuse

· Understand the impact of child maltreatment on suicide ideation, attempt, and completion

· A Framework for Safe & Successful School

· Identify and propose programs that can promote children’s mental health

· Engage diverse school professionals who complement one’s own expertise to develop strategies to meet specific student needs

· Integrate suicide prevention and wellness programs to reduce the risk of suicide, violence, and bullying

· Trauma-Informed Classrooms

· Enhance understanding of trauma for interpreting behavior of students and responding appropriately

· Create a practical framework for intervention and application

· Recognize warning signs for suicide prevention

· School Leaders’ Response to Trauma-Informed Environments

· Educate community leaders on providing resiliency for students and school personnel

· Recognize the importance of community engagement in responding to maltreatment and prevention efforts

· Developing a protocol for school suicide prevention and postvention activities

10. Can any additional information be provided about the vision for the 5-6 hours of filming? Are we creating hypothetical scenarios? Is there some talking head style content involved?

Ideally we would be looking for a video that is approximately 5-6 hours in length broken down into 5 sessions. The sessions will each be around 1 hour, but when we add in any case studies, assessment or interactive experiences into a session this could elongate the session (hence the 5-6 hour span estimate). The CAASt training has been conducted both live virtually as well as live in-person many times by CAASt trainers, and includes consistent content following the session outline above. The CAASt team has ideas for interactive experiences (case studies, multidisciplinary team discussions, branching/quizzes, etc), but would like to work with the selected company in determining the best route for the integration of these components. We anticipate the video to be a mixture of on-camera talent (CAASt trainers speaking a script), images/motion graphics, text on the screen, diagrams/images/charts/graphs or other visuals, and the few interactive experiences we embed.

11. Does the project deadline include the final deliverable or the filming portion of the project?

The project must be fully complete and payment issued out by October 31st, 2023 per grant guidelines supporting this project.
