About this opportunity
The Maryland Department of Labor is requesting bids for veterinary services at Ocean Downs Raceway in Berlin, Maryland under IFB LABOR-FY2026-005, with bids due December 5, 2025 at 2:00 PM EDT (amended from November 19). This is a Small Business Reserve (SBR) procurement limited to certified small businesses, though the Procurement Officer may remove the restriction if insufficient small business interest is demonstrated. The Department reserves the right to require Living Wage compliance depending on service location—Tier 1 (Montgomery, Prince George's, Howard, Anne Arundel, and Baltimore Counties plus Baltimore City) or Tier 2 (all other Maryland counties)—with wage floors determined by geographic tier and subject to annual CPI adjustment.
The contractor shall provide pre-race blood testing on approximately 48 racing nights annually (May through September, 2–4 days per week), drawing a minimum of three vials from at least two horses within one hour of race completion, and maintaining detailed records. The contractor must hold a current Maryland veterinary license issued by the Department of Agriculture, Board of Veterinary Medical Examiners, and may employ or subcontract additional licensed Maryland veterinarians with prior written approval. No travel reimbursement is permitted. All contractor personnel must maintain company-issued photo identification on racetrack premises, comply with security protocols, and be subject to State refusal based on criminal history or behavior posing risk.
The contract runs five base years with no renewal options. This is a firm fixed-price procurement evaluated solely on total bid price; bidders must submit a firm fixed daily rate for veterinary services. The State provides all blood-collection materials and supplies. The contractor must carry Commercial General Liability insurance of $1 million per occurrence and $3 million annual aggregate, Errors and Omissions/Professional Liability coverage of $1 million per claim and $3 million aggregate, and Workers' Compensation insurance. Questions are due November 12, 2025 at 12:00 PM EDT. No pre-bid conference or site visit is scheduled. This procurement is not federally funded.
